為了因應日益嚴重的失業問題,我國於民國92年1月1日正式實施「就業保險法」,本法是以提昇勞工就業技能、促進就業以及保障勞工職業訓練及失業一定期間之基本生活為宗旨。除了考量失業者的經濟安全所需,提供基本的生活保障,還結合了職業訓練與就業服務等促進就業措施,讓失業勞工可以儘速返回職場。 自2008年受到金融危機帶來的衝擊,全球性經濟進入衰退,經濟不景氣造成全球性失業問題。我國近來也紛紛傳出企業倒閉、裁員的聲浪。實施屆滿六年的「就業保險法」,是否可以提供失業勞工基本就業保障需求,確實需要探討與分析。因此,本研究以「非自願性失業勞工」為對象,探討其對失業問題以及就業保險制度的認知情形,並進一步以非自願性失業勞工觀點探討就業保險相關問題,並提出改善之具體建議。
To deal with the unemployment problem which has become increasingly serious, the “Employment Insurance Act” was formally executed on Jan.01, 2003, that aimed to promote workers’ employment skills, facilitate employment rate, ensure the occupation training, and protect the basic living levels within certain period of unemployment. Besides the concern of economic safety of the unemployed worker and providing them basic living protection, the act also integrates occupation training and employment service which could encourage employment, allowing the unemployed workers to return to working place shortly. With the impacts caused by financial crisis in 2008, global economy entered into the depreciation phase, which in turn resulted in huge unemployment problem all over the world. Recently, there have been frequent bankruptcies and lay off events happened domestically. Whether or not the “Employment Insurance Act”, which had been carried out for over 6 years, could provide the unemployed workers with basic employment protection becomes an issue. These questions do need further study and analysis. Hence, this research targets the non-voluntarily unemployed workers, discussing their extents of awareness toward unemployment problems and employment insurance, further to discuss other relative issues from the viewpoints of non-voluntarily unemployed workers, in order to present some concrete suggestions for improvement.
