摘要

邇來面對「中國崛起」(China rises)的世局，吸引全世界各領域人才、資金及技術經驗投入，台灣自不能例外，更有甚者，兩岸農貿交流日益發展，在「中國是世界的工廠與市場」的舉世洪流中，亦同步轉進中國大陸。
在「後冷戰時代」(post-cold war era)兩岸處於「非零和賽局」(non-zero sum game)，面對中共隱含「促統」意志之威脅，台灣的「國家認同」(national approval)發生了模糊動搖的危機，台灣之主要戰略思維與價值，亦將造成重大影響，殊值重視；台灣的優勢資材不斷流失時，台灣國家的安全策略(security policy)為何？台灣在國際強權政治中的「兩岸三邊」戰略思維及「戰略三角」(strategic triangle)之標的價值又為何？
本研究企圖透過標準開放式訪談法及文獻分析，進而歸納出台灣的戰略地位之重要論據共識，發揮最大「小國的邊際效益」之戰略對策，以農貿交流為例，為台灣尋求最大化的國家安全與利益，是本論文之研究宗旨。

Nowadays, China rises has become a world situation. “China is the market and factory of the world!” Thinking like all other countries around the world, Taiwan places his investment capital, technical experiences and human resources from various categories in the main stream, China. Moreover, agriculture trade between cross-strait develop more progressively than ever.
In this post-cold war era, cross-strait is under a circumstance of non-zero sum game. Simultaneously facing the persistent threat of unification policy from China, people in Taiwan is now encountering crisis of national approval. Taiwan government’s principle of war strategy and core values, which could cause significant influences, should be taken into serious consideration. With continual loss of advantageous resources, what should be the security policy of Taiwan government? Being maneuvered by international political groups, what should be the strategic thinking of Taiwan in this pan pacific area surrounded by China, U.S. and himself? What is the target value of strategic triangle?
This research employs standard opening interview and bibliography analysis as research methods. The discussion focuses on the agriculture trade between cross-strait. The main goals of discussion include how to conclude a common consensus of Taiwan strategic position, develop Taiwan’s strategic position and marginal benefit, and look for its maximum national safety and benefit.
