彰化縣幼兒園經營困境與永續發展策略研究

摘要


本研究旨在探討彰化縣幼兒園經營困境與永續發展策略,分析公私立幼兒園經營困境和永續發展策略的差異情形。 本研究採用自編「幼兒園經營困境與永續發展策略調查問卷」,針對彰化縣270所公私立幼兒園園長進行普查,所獲得資料以描述性統計及Pearson積差相關係數等統計方法進行資料處理。 根據研究結果,可以歸納以下結論: 一、彰化縣幼兒園面臨經營困境平均得分皆低於中立(3分),總平均數2.59,表示彰化縣幼兒園經營困境不高。幼兒園面臨經營困境程度,由高至低為:市場因素層面、園所因素層面、教育政策層面、社會變遷層面。幼兒園經營困境中,面臨服務品質不佳的困境得分為最低;面臨因物價上漲經營成本提高的困境得分為最高。 二、彰化縣公私立幼兒園面臨經營困境程度,由高至低為:私立幼稚園、公立托兒所、私立托兒所、公立幼稚園。 三、彰化縣幼兒園執行永續發展策略程度為中上。永續發展策略中,幼兒園最重視幼兒接送時的安全管理;最少利用發放宣傳單,讓家長經由該訊息產生信任感。 四、彰化縣幼兒園實際使用永續發展策略情形,由高至低為:私立托兒所、公立幼稚園、私立幼稚園、公立托兒所。公私立幼兒園執行永續發展策略各層面共同情形,都是社會正義最高、環境生態次之、經濟發展最低。 五、本研究發現彰化縣幼兒園經營困境與永續發展策略相關性,大部分呈負相關,表示幼兒園在面臨經營困境愈高,愈需要積極規劃永續發展策略因應,或多學習觀摩經營困境低的幼兒園實際使用的永續發展策略。 六、本研究發現彰化縣幼兒園使用永續發展策略程度越高,面臨經營困境會較低。公立幼稚園和私立幼稚園經營困境與永續發展策略得分情形剛好相反,前者經營困境為全體中最低,永續發展策略高,後者經營困境為全體中最高,永續發展策略低。 最後根據上述之研究結果,針對主管教育機關、幼兒園以及未來研究等三方面提出若干建議。 關鍵字:幼兒園、經營困境、永續發展

Abstract This study aims at exploring the difficulties of kindergarten management and the strategies of the sustainable development in Changhua County. It provides the analysis of the managerial difficulties of public and private kindergartens and the differences of sustainable development strategies. This study uses “the questionnaire of the managerial difficulties of kindergarten and the strategies of sustainable development “which are edited by myself as a research tool for conducting a general investigation into the principles of 270 kindergartens in Changhua County, and the information obtained deals with the data by describing the satisfactory way of the statistics and the related coefficient of Pearson correlation. The findings can be summarized in the following conclusions: 1. Kindergartens in Changhua County are facing the managerial difficulties, and average score are fewer than neutral (3 points) and the overall average of 2.59, which means that the difficulties of operating is not high in them. The extent of their managerial difficulties order from high to low as follows: market factors, kindergarten factors, education policy, social change. In the difficulties of kindergarten’s management, the score in the predicaments which make them face the bad quality is the lowest. In the other hand, the score in the predicaments which make them face the increased managerial cost is highest. 2. The extent of the managerial difficulties faced by the public and private kindergartens in Changhua County order from high to low as follows: private kindergartens, public nurseries, private nurseries, public kindergartens. 3. The extent of sustainable development executed by the kindergartens in Changhua County is in the upper middle. In the strategies if sustainable development, kindergartens take the secure management of receiving and sending off childs the most seriously. They give parents a sense of trust at least by using leaflets which convey their such messages. 4. Kindergarten in Changhua County, the strategy in the case actually use the sustainable development order from high to low as follows: Private nurseries, public kindergartens, private kindergartens, public nurseries. In the Common situation of public and private kindergartens, the strategies of implementing sustainable development at all levels are the highest social justice, environmental ecology followed by the lowest economic development. 5. This study found the relationship between the managerial difficulties and the strategies of sustainable developments. Most of them appear a negative correlation, which means that the more kindergartens face with the managerial difficulties. In result of it, they need to plan actively the strategies of sustainable developments or learn and observe the actual use of the strategies of sustainable development more in the kindergartens which manage in few difficulties. 6. This study found that the higher the degree of sustainable development strategies the kindergartens Changhua County use, the lower management difficulties they will face. The score of the managerial difficulties and the sustainable developmental strategies in public kindergartens is opposite to private kindergartens’. The former is the lowest in managerial difficulties and is the highest in sustainable developments as a whole; The latter is opposite, which is the highest in managerial difficulties and is the lowest in sustainable developments as a whole. Finally, according to the above findings, I can give several suggestions to the authority concerned, kindergartens and the future researches.
