文化導向都市再生之經濟附加價值探討-以臺中州廳再開發為例

摘要


文化資產保存與再利用價值為都市可持續性發展之重要因素,都市再生由政治經濟學優先發展的都市策略逐漸轉向文化為導向之發展。過去臺灣都市更新與文化資產保存法令,大多著重在單體之建築特性、價值的認定及單一建物之改善,較少以大尺度之視野,藉由整體性與永續性概念,檢視建築空間與都市環境之發展,導致其擁有之經濟附加價值及重要性也無法被突顯及計算。近年來在「文化經濟」之影響下,文化資產價值所衍伸之關聯性經濟效益,愈加受到重視。 本文以經濟附加價值之觀點,建立「文化導向都市再生之經濟附加價值」評估架構。其中包含文化資產保存與再利用、土地開發及地方再發展等三項評估構面。其「文化資產保存與再利用」評估構面包含文化資產保存、文化資產再利用、文化商品等三項價值因子,「土地開發」評估構面包含建築容積、土地利用等二項價值因子,及「地方再發展」評估構面包含民眾參與、地方產業發展等二項價值因子,探討文化資保存與再利用投資開發計畫所衍生之經濟附加價值。 臺中州廳古蹟及歷史建築再開發本身無法達到其財務可行性,然而進ㄧ步檢視其經濟附加價值,則發現其可提升開發計畫周邊土地經濟發展附加價值,並可依據達成整體開發之財務平衡,回饋探討公私部門合夥機制。

Cultural asset conservation and reuse value is important factor for sustainable development of cities. Urban regeneration transfers from urban strategy preferentially developed in political economics to culture-led development. In the past, urban renewal and cultural asset conservation laws in Taiwan concentrate on unit building property, value recognition and improvement of single building, while large scale view is seldom used with integral and sustainable concepts to view development of building space and urban environment. Which caused Economic Value Added ( EVA ) and importance of urban regeneration cannot be manifested and calculated. In recent years, under impact of "cultural economy", more attention is paid on associated economic benefit extended from cultural asset value. In view of possibility of EVA finance, the research creates an evaluation framework of "EVA of culture-led urban regeneration", in which three beneficial aspects are included, "cultural asset conservation and reuse", "land development" and "local redevelopment". The "cultural asset conservation and reuse" beneficial aspect comprises three value factors, including cultural asset conservation, cultural asset reuse, and cultural commodity. The "land development" beneficial aspect comprises two factors, including building volume, and land use. The "local development" beneficial aspect comprises two value factors, including citizen participation and local industrial development. EVA derived from cultural asset conservation and reuse investment development plans is studied. The financial possibility of Taichung City Hall historical monument and historical building redevelopment cannot be achieved. However, with further review of its EVA, it is found that the added values of land economic development around the development plan may be improved. Also, feedback and study of cooperation mechanism of public and private sectors are available according to financial balance for achievement of entire development.
