提升國家整體競爭力的核心是人才,培育人才更是企業發展中不可或缺的一環。但事業單位普遍遭遇辦訓經驗或能力不足、訓練資金缺乏、無專責人員及訓練效益不佳等阻礙,因此勞動部辦理多項補助計畫,以協助事業單位辦理在職教育訓練。 首先透過勞動部補助計畫執行狀況分析,提出提升計畫執行效益之建言,同時作為研擬發展職能及訓練課程之實務運作參考依據,再以策略地圖為基礎,改以三大事業策略方向:作業系統優質化、產品/服務領先化、以及顧客關係親暱化為起始點。由企業領導階層擬定並聚焦策略目標,經與各專責單位充分溝通後,規劃嚴謹之行動方案,據此發展職能內容與對應之訓練課程。 本研究個案演練對象為中部地區某急於突破經營困境的大型清潔公司,依策略藍圖架構,重新規劃其營運方向,並依職能需求展開對應之訓練課程,期望透過該個案演練經驗,做為未來申辦勞動部補助計畫之基礎,提高計畫執行效益。 關鍵字:在職教育訓練、策略地圖、職能
The core of enhancing the country's overall competitiveness is talent, cultivating talents is an indispensable part of enterprise development. However, they always have some trouble, such as lack of training experience or ability, lack of training funds, lack of dedicated trainer, and poor training effectiveness. Therefore, the Ministry of Labor has carried out several subsidy programs for enterprise on-the-job training. Firstly, analyze the implementation status of the subsidy programs of the Ministry of Labor. Put forward suggestions for improving the effectiveness of the program, and a reference of the development competence and training courses, based on the strategy map, start from the three major business strategic directions: Operational Excellence, Product/Service Leadership and Customer Intimacy. The corporate leadership formulates and focuses on strategic objectives, after fully communicating, a rigorous action plan is planned; finally, the development competence and training courses will be completed. The case of this study is a large cleaning company in the central region of Taiwan eager to break through its business dilemma. From strategy blueprint, re-plan its business direction, and design the training courses according to the development competence. By the experience of this case will be applied for the Ministry of Labor’s subsidy program and improve the efficiency of the subsidy program. Keywords: On-the-Job Training, Strategy Map, Competence
