台灣中部濁水溪流域疏濬管理之案例研究

近年來台灣受颱風、暴雨不斷侵襲，造成河川上游山崩、土石沖刷致使河防、跨河橋樑受損及河床淤積嚴重等災害頻傳。而各項公共建設及民間投資所需砂石原料主要來源係來自於各大河川，政府透過不可疏濬河段及可疏濬河段定期辦理疏濬。先前因招標方式為民眾所詬病，近年來已採「公開招標模式」及「採售分離方式」，區分為支出部分及收入部分，以總量管制方式辦理，達成有效控管，遏止盜採砂石。以本研究內容以「採售分離方式」之管理作為研究分析，就法令政策、管理執行及社會經濟等層面加以探討並擬定具體結論及建議，供後續執行河川疏濬管理參考應用。

The quarries in river-bed in Taiwan are the main source of concrete aggregate for construction needs as the economic developments proceed while natural hazards such as tropical cyclone, earthquake and flood-induced mud flow imposed tremendous threats throughout the region. The research is focused on a selected river in Nantou County to study the river-bed quarry exploiting operations under the “exploit/sell separation” and “public bidding” policies which were implemented several years earlier to avoid corruption and civilian mafia interference during the river dredge process. The recently new polices have been conducted/supervised by the Water Resources Agencies and government authorized river bureaus throughout the Taiwan region, which were commonly believed to be effective and helpful for the water management operation. The results of the study include (1) the advantages and disadvantages in general of the studied river dredging operation, (2) improvement tactics for better river-bed quarry as a useful local natural resource, and (3) positive and negative impacts of the river dredging operations in the aspects of law/regulation, government policy, river management, river function, and economy/society involvements. The results of the study can be used as an important reference by the related government agencies for better managing the rivers in Taiwan including quarry exploiting and dredging operations.
