幼兒園變革風險評估指標建構之研究

摘要


本研究為了降低幼兒園的變革風險,轉化變革阻力成為變革助力,遂進行建構幼兒園變革風險評估指標,以預測變革的成敗。以焦點訪談與德懷述為主要研究方法。 本研究探討相關文獻,及邀請國內16位具實務經驗的幼兒園主管,進行深度訪談與焦點團體座談,蒐集實務工作者的經驗、看法,了解幼兒園現況,編製成德懷術問卷—「幼兒園變革風險評估指標」之初步指標。透過國內大學幼兒教育相關學系之教授、國內績優幼兒園主管共10位學者專家,以德懷術驗證變革風險的指標。獲得變革風險的「變革準備度」「成員革新關注」兩大指標。「變革準備度」指標有願景管理、組織承諾、組織文化、領導風格、變革資源、及過渡管理團隊六個構面33項目;「成員革新關注」指標有變革知覺、民主參與、人力資源、個人特質、及變革執行力五個構面24個項目。 最後根據研究結果,提出幼兒園變革風險評估指標,並對幼兒園經營者與園所長以及後續研究提出建議。

Influenced by the environmental condition, kindergartens must be changed to survive and develop. During the process of change, the members concerned might resist the change because of personal advantages and disadvantages, and thus they will lead the change to failure. The failure of kindergarten in change not only causes the financial loss, but also the damage in the ecology of preschools and the right to education. To prevent them from the failure in change and to turn the resistance into assistance, the Risk Evaluation Indicator s are made to predict whether the change is successful or not. It is made to facilitate the change by accepting the messages from the members in the questionnaire, and to serve as the guides of improvement. The research is done with an emphasis on the success in change. The focused interviews and Delphi technique are used in the paper to construct risk indicators containing two dimensions: Conditions of Organizational Change and Members’ Concerns about Change. The Conditions of Organizational Change consist of six categories: Vision Management, Organizational Commitment, Organizational Culture, Leadership Styles, Change Resources, and Transitional Management Team. The Members’ Concern about Change is composed of five categories: Change Perception, Participation in Democracy, Human Resources, Personal Traits, and Change Execution. The “Risk Evaluation Indicators in the Change for Kindergarten” are a means of implementing proactive risk control. They may use operational risk management cycle and double-loop learning model to improve their organizational behaviors gradually so as to adjust themselves to the environment until all their problems are solved.
