養老機構經營規模改善方案之抉擇分析

摘要

近年來台灣地區由於少子化使得人口增加率趨緩，醫療的進步使得國民平均壽命不斷增長使得台灣逐漸邁向老年化社會。為了讓老人有健康、舒適的安養環境，必須選擇一個安靜、空氣品質新鮮讓老人心靈、身體達到安養的效能、以及交通便捷得以方便家屬前往探望，因此如何選擇適當優良的安養環境，所考量的因素及評估更顯重要。
文採用群體決策法對養老機構經營改善方案設立準則加以排序，分四大構面十一項準則，採用層級分析(Analytic Hierarchy Process, AHP)找出最佳準則。其四大構面分別為(1)環境層面(2)交通便利(3)生活水準(4)養老機構競爭等。此外，十一項評估準則有：(1)無障礙空間(2)活動空間規劃(3)專屬復康巴士便捷性(4)道路開發完整(5)物價水準(6)所得收入(7)服務品質(8)需求密集(9)宣導推廣(10)策略聯盟(13)媒體曝光率等。
本研究以養老機構經營改善評估模式為目標，透過群體分析評估找出最佳改善方案，首先，發現機構活動空間規劃是最主要的客源，其次，策略聯盟及無障礙空間是一般人選擇的考量，再者，專屬復康巴士便捷性是目前最缺乏以及等待改善項目。本文貢獻在於提供經營養老機構如何抉擇最佳改善方案及事前準備。

Due to the increment of new generation became slower and the average age of national mean-life grew higher by medical procedure in Taiwan society recently. To provide the maximum benefit for aged men we design a healthy, comfortable environment to settle them, in the meanwhile, whose we select quiet, high air quality and consider about the convenient transportation for the family and visitors. However, the choice of a suitable location, some critical factors that we take under consideration are necessary and obviously important.
The expert group select the spot with the community decision-making to the pension institute set up the criterion to sort, is divided by four big construction with 11 criteria, uses the level analysis (Analytic Hierarchy Process, AHP) discovers the optimum criterion. Four big construction surface respectively as：(1) The environment stratification plane (2) transportation convenient (3) Level of living (4) Pension institute facilitate competitiveness. In addition, 11 appraisal criteria include: (1) non-barrier space (2) the activity space (3) the bus sends and picks up serves (4) The path development is complete (5) Price level (6) Obtained income (7) Service quality (8) The demand is crowded (9) the guidance promotion works (10) strategy alliance (11) pension.
The evaluation index selected by the institute to improve the pensions of our decision-making by the group to find the best strategy. At first, we found that strategic alliances or barrier-free space is the most important tool to attract customers. Next, sufficient space is mainly due to popular choice. In addition, shuttle service, is the most need to improve matters. This article provides the best suggestions will help improve the strategic choice of the previous administration as a pension.
