台灣生物科技公司研發績效、生產力與公司價值研究－Malmquist Index之應用

The study of R&D Efficiency, Productivity and Corporation Value in Taiwan Biotechnological Industry: Application of Malmquist Index

摘要

被稱為廿一世紀明星產業的「生物科技產業」，其特點為技術層次高、市場潛力大、應用範圍廣、附加價值高，而且污染性及能源依賴程度低。除了對人類的生活型態有深遠的影響外，其龐大的商機亦備受矚目，因此被視為二十一世紀最具發展潛力的全球性產業。本研究針對台灣地區32家上市櫃生技相關公司，2004-2009年間，採資料包絡分析法（DEA）與生產力指數（Malmquist），分析固定資產、員工人數及研究發展支出費用對公司生產力與生產效率造成的影響。利用Färe et al.,(1994)生產面Malmquist生產力指數（tfpch），再細分為生產技術效率變動指數(effch )、技術變動指數(techch ) 、純技術效率變動指數(pech )與規模效率變動指數動(sech)等。本研究除了將台灣地區32家生物科技公司分為上市上櫃公司外，並將其細分為製藥與醫療器材為子產業加以討論。實證結果發現， 台灣32家上市上櫃生技公司生產效率指數 、 、SE水準平均而言分別為0.3481，0.4704及0.7475。代表在估計期間受評估生技公司有 65.19% (=1-0.3481) 的生產技術無效率，其無效率的來源有52.96% (=1-0.4704) 來自於生技公司管理的無效率，有25.25% (=1-0.7475) 來自於生技公司規模無效率。故生技公司管理的無效率是造成生技公司生產技術無效率的主要來源。
台灣32家上市上櫃生技公司生產力指數effch 、techch、pech、sech、tfpch 平均值分別為1.0130，1.0370，0.9740，1.0400及1.0500。表示上市櫃生技公司的生產面生產力tfpch有5%的提升。

Over the past decades, a new era characterized by an explosion of advanced biotechnology is emerging worldwide. The biotechnology industry has been regarded as the most important, significant, competitive and profitable business in the 21st century. For measuring production efficiency and productivity, this research focuses on 32 biotech pharmaceutical and biotech medical treatment firms which listed in the stock exchange and the over-the-counter (OTC) market in Taiwan in the period of 2004 to 2009. Following the methods of DEA and Malmquist productivity index, fixed asset, numbers of employees and R&D expenses shown in financial report are used as input variables; net income, intangible assets and market value are used as output variables, respectively. Following Färe et al., (1994), the Malmquist productivity index is decomposed into four sources of productivity change: effch, techch, pech and sech. Empirical results indicate that , and SE of Taiwan’s 32 biotech firms are 0.3481, 0.4704 and 0.7475 , respectively. The average of productivity index effch, techch, pech, sech and tfpch are 1.0130, 1.0370, 0.9740, 1.0400 and 1.0500, respectively. The tfpch productivity index of Taiwan’s listed and OCT biotech firms averagely increase 5%.
