在政府政策推動及民間參與共同推動銀髮族長期照護社會福利事業,本研究藉以幸福村股份有限公司為個案,進行其籌備、規劃、執行及發展未來之方向,以經營管理理論為基礎,輔以我國政府政策社會企業之政策為發展藍圖,藉以建構我國銀髮族照顧服務、養生住宅、聽力輔具、管理顧問等,未來幸福村股份有限公司成為幸福村全人照顧社會企業之目標,藉以社會企業商業模式關鍵因素,作為其經營模式建構之規劃,藉以質性研究所得結論說明如下: 一、幸福村股份有限公司其經營模式主要之服務對象為身心障礙、失能或失智等我國長期照顧法所規範之照顧對象。健康或亞健康有自理能力之長輩。藉以日照、居家照顧機構、養生村等方式提供照顧服務之場域。藉以建構以善循環、以人為本之社會企業展開經營活動,建構我國長照品牌價值、長照人才培育機構、建立跨國策略聯盟長照體系及長照時間銀行等理念與發展願景。 二、在社會福利照顧機構經營目標,以中彰投為發展據點逐漸發展之全國,落實友善的照顧環境與專業,降低長輩病痛、延緩失能、失智能快樂生活,建構同齡同伴之學習生活圈,提供長輩及家屬安全、信任的照顧系統。 三、在幸福養生村的經營目標,建構分時度假之高齡者養生度假基地、同時在個基地建構終身學習大學,提供長輩活到老學到老,藉以長輩過往在社會之專業技術與能力,提供舞台既是學員亦可是指導師資,藉由各項環境與活動規劃讓長輩能在此交友一同學習之生活。 四、以不同需求之銀髮族為服務對象、服務環境與經營模式展開後,成立長照機構組織據點提供鄰近長輩能在地學習、在地老化的快樂生活。另也提供健康有自理能力之長輩,進入幸福養生村獨立生活、快樂學習、享受退休後的生活模式,同時也讓家人或子女能安心放心的生活環境,亦可規劃時間享受旅居之生活。 五、除提供專業照顧、舒適環境及社交等服務之外,並藉以母企業從事多年預防醫學之健康服務模式,提供所有幸福村長輩醫學照顧、養生餐飲食品、養生按摩、專業輔具等,協助長輩能更健康的享受餘年之生活。 六、幸福村股份有限公司其商業經營模式,以友善專業的照顧系統、高齡者生活學習圈、候鳥計畫、幸福村終身學習大學等創新經營策略。在營運推廣主要藉以政府、醫療機構、服務據點之社區、員工家屬及國內外之銀髮族群為行銷推廣之對象,在專業照顧服務主系統與支援系統合作網絡,提供長輩及家屬信任與認同。同時藉以集團化、多據點的服務,以求降低成本及最大經營效益。 七、在其管理架構與財務系統而言,集團內各項事業營運部門—照顧機構、輔具機構、開發機構、預防醫學機構等從垂直與水平的整合策略推進與發展,同時亦有集團外部夥伴網絡資源協助,從各項專業人力資源、多元事業網絡整合出長期照顧服務營運體系,並藉以有志從事高齡者長期照顧的同業加盟,擴大營運據點的版圖。
We conducted a case study on Happy Village Co., Ltd. to demonstrate the promotion of LTC and social welfare for older adults through government policy promotion and public involvement. We analyzed the preparation, planning, execution, and future development of the company and referenced business management theories and social enterprise policies implemented by the Taiwanese government to help design care services and provide health-oriented housing, hearing aids, and management consulting services to assist the company achieve its goal of becoming a social enterprise that provides comprehensive care. We adopted four indicators and 16 sub-indicators of social enterprise business models to construct the proposed business model. An interview and literature review returned the following outcomes: I.The model aims to serve individuals with disabilities or those who need care as characterized in the Long-Term Care Services Act and independent older adults over the age of 50 who are in optimal or suboptimal health. Care would be provided through day care, residential care institutions, and health-promoting villages. The proposed business model will help the company create a principled work cycle, engage in people-centered business, and ultimately realize its development objectives and visions, which include improving its LTC brand, creating an LTC training institution, and forming cross-border strategic alliances with LTC systems and LTC time banks. II.The primary business objective of the company as a social welfare enterprise is to expand operations from Taichung, Changhua, and Nantou to the rest of Taiwan while improving its care environment; gaining professional know-how; helping older adults lead happy lives by managing pain, dementia, and disability; forming learning circles specifically for older adults; and building a safe and trustworthy care system for older adults and their family members. III.The primary business objective of Happy Village is to be a health-promoting resort that offers timeshare vacations and lifelong learning programs to older adults. The resort will provide a platform for older adults to showcase their professional skills and abilities as both students and instructors. Happy Village is designed in such a way that older adults will be able to make new friends and continue learning. IV.This LTC institution can be established to provide surrounding older adults with local learning opportunities and services to facilitate aging in place, thus allowing older adults to lead happy lives. Healthy and independent older adults will be invited to Happy Village to enjoy a retired lifestyle of learning and relaxation. There would also be short-stay options for family members to experience the village lifestyle for themselves. . In addition to professional care, a comfortable environment, and social services, Happy Village will draw on the many years of preventative medicine and health service experience of its parent company to provide older adults with medical care, diet plans, massages, and assistive devices to help individuals lead a healthy and productive lifestyle. VI.The business management model of the company includes an innovative strategy that entails an age-friendly care system, a circle of learning for older adults, a migratory bird project, and establishment of the Happy Village Lifelong Learning College. Happy Village would be promoted to the government, medical institutions, community service stations, employees’ family members, and both domestic and foreign older adults. The professional care service system combined with a support system creates a collaborative network that older adults and their family members can trust and identify with. Moreover, group management and multiple service sites will be established to minimize cost and maximize operating efficiency. VII.In terms of management and financial structures, the different institutions in the group—including care institutions, assistive institutions, development institutions, and preventative medicine institutions—will be vertically and horizontally integrated. The group will use the human resources of external partners and a diversified business network to create an LTC service system and attract other LTC providers to join the group to expand business operations.
