全球自由貿易協定的發展趨勢及影響之研究

摘要

自由貿易協定是區域整合中最常見的形式，對世界格局的重組也將起相當重要的作用；同時也將影響著各國貿易自由化政策的路徑選擇。因此，本研究採用「賽局理論」及「新區域主義」兩種經濟分析來加以解釋全球FTA發展趨勢。研究結果顯示，它不僅強調了由多個「輪軸-輻條」結構所構成的FTA網絡，而且進一步強調了這一體系的動態化發展以及這種動態化發展與世界多邊貿易體制和各國外貿政策的互動性，因而全球FTA網絡化發展趨勢對世界多邊貿易體制的影響又具有了自身的特殊性。

A Free Trade Agreement (FTA) is the most common method for regional integration and has a significant impact on the restructuring of world trade patterns. An FTA will also affect the path for a country choose in the establishment of their trade policy. In this study two kinds of economic analysis, “Game Theory” and “New Regionalism”, have been used to explain the global trend towards the development of free trade agreements. The results show that emphasis is on an FTA network formed as a “Hub and Spoke” (H&S) structure which emphasizes dynamic development as well as interactivity within a worldwide multilateral trading system and the foreign trade policy of each participant. The development of a global FTA network has a distinct impact on the worldwide multilateral trading system.
