人口老化趨勢下台灣長期看護保險之探討

隨著現今社會環境的變遷醫療衛生進步及平均壽命延長，也因台灣因人口轉型、家庭結構改變、出生率減少及人口老化快速增加，日常生活無法自理且須讓人照顧的人口數不斷增加，台灣於1993年已然成為世界衛生組織所定義的高齡化社會，高齡化所影響的部分包括醫療、經濟、人口結構都有非常大的影響，這應該是一個刻不容緩的問題，雖然國家已開始著手長期照護保險、計畫之保障，但在實務上卻發現使用率低且成效不彰，資源不足也是一個問題，若是長久下來對於國家肯定會造成相當大的傷害，所以當國家無法快速地給予人民需求時，最好的方式便是自身先做好準備，本論文主要便是要使民眾了解長期照護保險(政府主辦)，以及長期看護保險(私人辦理)之差異性，並分析德、日、英等國之長期照護保險之外，政府推行的長期照護保險對保險業的影響作利弊之分析，並給予適當建議。
