不銹鋼二次加工產業導入國際財務報導準則IFRSs之研究

在全球市場漸趨整合，越來越多的非公開發行公司進行跨國交易，以及因為商業理由或資金成本較低而欲尋求國外資金。一套一致採用之會計準則不僅是對非公開發行公司有利，更能使其財務報表使用者受惠。高品質的全球性準則提高了財務報表使用者對於財務資訊的信任，且他們僅須瞭解一套準則，便能對他們財務資訊之瞭解與不同企業間之比較有很大幫助。而在自2013年起，國內上市櫃公司必須面臨適用IFRSs編製財務報告的必要性，而與全球企業接軌。因此，在非屬上市上櫃公司的狀況下，所需面對和思考如何採取同上市上櫃公司一致性採用IFRSs財務報表，以利掌握同業間經營成果之比較資訊，進而妥善發展公司經營策略，提升產業競爭力，是重要及值得深入探討之研究問題。本論文研究有鑑於企業產業規模大小雖然有異，但大小企業規模中所面對的產業市場競爭力的需求環境卻是相同。因此，本研究藉由參與式觀察法的角度展開，探討不銹鋼二次加工產業個案公司在面對同業間上市櫃公司紛紛採用IFRSs編製財務報告的同時，在非屬上市上櫃公司的狀況下，可採取同上市上櫃公司一致性採用IFRSs及藉由資訊科技系統之支援性作業協助併行編製ROC GAAP及IFRSs財務報表，以利掌握同業間經營成果之比較資訊，進而妥善發展公司經營策略，提升產業競爭力。研究結果顯示，企業在面對IFRSs導入時，需有完整的轉換計畫，以確實而嚴謹的態度來共同完成IFRSs的轉換作業。而一套完整的ERP資訊系統運作再結合外掛IFRSs資訊系統解決方案，可適時協助企業加速順利完成IFRSs的轉換作業。同時，完成IFRSs轉換作業，不僅培育養成IFRSs會計專業人才及財務報表的專業獨立報導能力，更據以儲備個案公司日後得以順利進行後續公開發行公司的資格及量能。

Facing the Trend of international convergence of markets, more and more non-listed companies seek overseas fund for lower cost of capital or commercial trading. The high-quality, easy-to-understand and global-identified accounting standards advantage investors, creditors and non-listed companies to read finical reports prepared by different enterprises. The listed companies have to translate financial statements into IFRSs in 2013, and it is necessary that the non-listed companies consider which accounting standards is more informated, advantageous and to improve Industrial competitive advantage. Because the different size companies faces the same market environment. This paper applies case study to investigate that the effect of non-listed companies in stainless steel processing industry use International Financial Reporting Standards (IFRSs) to their financial accounting standards. By using the informational system to establish ROC, GAAP and IFRSs accounting reports to control the information of industry, develop companies’ strategies and improve competitiveness. We show that companies with complete transformative plans and strict attitude adopt the IFRSs successfully. Companies with complete ERP systems and IFRSs information system adopt the IFRSs fast. The process of adopting IFRSs help the companies to cultivate the accountant and accumulate enterprise value. Keywords:IFRS ,ROC GAAP
