高齡化社會的長期照顧服務現已成為各國政策發展的重要課題,為了探討我國長期照顧服務產業的現況問題、經營模式和未來產業的發展趨勢,所以,本研究將選擇某連鎖長照機構(以下簡稱A公司)作為具有代表性的個案,並採個人深度訪談法為主要收集第一手的深度資料。研究結果發現,目前我國長照經營的最大困難為人力嚴重不足和人力斷層,且因政府管制太多及缺乏市場競爭,故經營管理品質難以令人滿意。目前該產業已從非營利社會市場趨向於營利經濟市場的發展態勢,希冀透過立法和政策推行,鼓勵開放更多產業的資源連結。 最後,建議未來可採「分級分流」和「差異化」的市場經營模式,建立產業聯盟合作,讓人民有更多的選擇機會。
The long-term care services of aging society have become more important policy for many countries. A long-term care chain institute(hereafter referred to as company A)will be selected for our research as a representative company case study to analyze the current issues of long-term care industry, business models, and future trends in Taiwan. The individual in-depth interview with case study was used to collect for the first-hand data. The research findings showed that the primary problem on long-term care management was the shortage and accountability of manpower. In addition, the excessive control of government and the lack of competition in the market resulted in unsatisfactory quality of managing. The resent developmental trend of the industry has been turned from the non-profit social market to monetization market. Through legislation and implementation of the policy, the government any unfasten and encourage having more resource links. Finally, for more free choices by the users, the adopting of grading with tracking and differentiated model of market management should be established to make the industry alliances.
