DEA方法應用於配電系統供電可靠度績效研究

A DEA Study to Evaluate the Relative Efficiency of Power Reliability on Distribution system of the Taiwan Power Company

摘要


近年來,台電公司為加強服務用戶,積極推動提升供電可靠度各項方案,以降低用戶全年平均停電時間(SAIDI)與用戶全年平均停電次數(SAIFI),並將其列為該公司的重要營運目標。自2002年起,台電公司設定SAIDI和SAIFI全年目標值,再將此目標分配至該公司內的各個區處。 本論文首先探討國際間主要工業國家之電業營運規模及其評比,並選取日本、韓國等部分國外電力公司之供電可靠度實績與本國比較。另外,本研究應用資料包絡分析方法(DEA),以台電公司本島21區營業處為對象,以DEA模式評估台電公司2001年至2003年配電系統對供電可靠度之整體效率、規模效率及技術效率,並探討各DMU (Decision Making Unit)投入項、產出項之互動關係,以及對無效率的區營業處提出改善效率的方向,並探討部分區營業處組織重整之可行性。 本研究結果發現,用電可靠度需求較高之都會型或負載較密集的區處,均呈現相對無效率,而分屬都會衛星城鎮、鄉村、農業型區處相對較有效率,顯見非營利組織之國營企業,在配合國家穩定民生物價政策下,挹注大量資金、人力等資源,卻呈現「高效能、低效率」現象,而在面臨電業自由化、國營企業民營化後的台灣電力市場,如何顧及股東權益及公司永續經營,將是另一值得探討研究的課題。

Taiwan Power Company (Taipower) is in the process of upgrading its quality of service and actively improve the power reliability to reduce electrical outage. Since 2002, In order to achieve its goal, Taipower establishes System Average Interruption Duration Index (SAIDI), and System Average Interruption Frequency Index (SAIFI), that eventually pursued by all branches each year. The purpose of this study is to evaluate Taipower’s position when compared with some foreign utility companies in the neighboring countries such as Japan and South Korea. In addition, this study also evaluate the distribution performance of Taipower’s 21 district branches using the Data Envelopment Analysis (DEA) by examining the overall efficiency, scale efficiency and technological efficiency of power supply distribution system between year 2001 and 2003. The result of this study has showed that the higher the density of population, the less efficient in distribution of power supply. On the other hand, the satellite suburban or agriculture village is relatively efficient. As Taiwan's electricity market is facing more liberalization and privatization, Taipower must improve its performance in order to stay competitive.
