國民小學採購人員之採購認知,採購壓力與其因應策略之研究

摘要

本研究目的是探討國民小學採購人員之採購認知、採購壓力與其因應策略，為達成上述研究目的，首先作相關理論分析及文獻回顧；其次，問卷設計、調查、蒐集有關資料；然後，進行分析國民小學採購人員之採購認知、採購壓力與其因應策略之顯著差異及彼此顯著相關性；最後，依據文獻回顧及調查資料分析的結論，向有關單位提出一些建議。
本研究問卷包括三個量表及個人基本資料：1.國民小學之採購認知量表；2.國民小學之採購壓力量表；3.國民小學採購壓力之因應策略量表；個人基本資料分別以性別、採購年資、學校、婚姻狀況及人格特質五因素（開放性、謹慎性、外傾性、友善性、神經性）等9項特徵為問項。立意抽樣，研究者郵寄375份問卷給台中縣、台中市、彰化縣及南投縣之國民小學採購人員，其中有效問卷217份，有效問卷占寄出問卷57.87 %；有效問卷經由描述及推論統計：次數分配、因素分析、信度分析、單因子變異數分析及Pearson 相關分析。
本研究發現如下：
如果能進用女性或處事思維（開放性）創新、獨特、創造性；處事態度（謹慎性）按部就班、努力、用心、進取；待人態度（外傾性）主動、親切、健談、開朗及情緒穩定（非神經性）之人格特質的採購人員，也許能減少採購人員之採購壓力的現象。另外，採購人員最好採任期4-8年，也許可以減輕採購人員壓力。至於，有關採購人員的「婚姻」特徵，雖有明顯差異現象，很難分析結果，提供人事單位參考。
依據本研究發現及結論，向有關單位提出下列建議：
一、經常舉辦採購專業課程講習，提升採購人員之採購認知，降低採購人員之採購壓力。
二、進用具有情緒穩定、待人主動親切、處事謹慎有創意之人格特質的採購人員。
三、提供採購人員積極辦理採購業務之誘因，提高採購策略積極度，進而提升採購認知。
四、採購人員積極善用上級主管支援及網路資訊策略，降低採購壓力。
五、積極宣導並推動公平、公正、公開之採購政策，降低採購人員之採購壓力。
六、積極加強全民法治教育，降低採購人員之壓力。
七、各縣、市政府成立鄉、鎮、市、區國民小學聯合採購小組。

Procurement personnel in elementary schools are facing increasing stressful situation since the implementation of the government procurement procedure after the admission to the World Trade Organization. The purpose of this study is to investigate stress recognition and coping strategies among procurement personnel in elementary schools in Central Taiwan.
After a thorough analysis based on the 217 valid questionnaires collected, we found that those personnel with the following characteristics are able to cope with the stress resulted from the complicated procurement procedure: creative thinking (openness), hardworking (conscientiousness), active and kind (extroversion), and emotionally stable (non-neuroticism). In addition, female are relatively more capable in managing stress compared to their male counterparts. This study also found that those with 4 to 8 years of working experience in the relevant position have better stress-coping strategy.
