台電員工職業災害與災害原因之研究

摘要

電力是經濟發展的原動力，也是現代人民維持高品質生活不可或缺的能源，其投資浩大，技術精深，故電力事業的開發與經營，在整個國家建設中，恒居重要地位。由於工程浩大所屬單位、人員遍佈於全省及外島各地，危險性偏高，工作環境殊異，致使安全衛生管理推動困難，員工傷害頻率及嚴重率偏高，因此抑制傷害事故之發生，保障員工之生命與安全，以穩定電業之持續發展，是值得省思與關切的重要課題。
　　本研究主要是根據台灣電力公司各單位1997年至2006年間（十年）所發生238件員工職業災害個案（包括死亡及失能傷害），歸類成下列五項並依據發生災害之（1）發生傷害時之年齡別（2）工作部門（3）工作經驗（4）教育程度（5）災害類型等進行統計予以分析，試圖由統計分析資料中，找出台電員工工作災害事故的主要肇因及其潛在的危害因子，以瞭解發生災害之特性與影響降災之障礙，同時蒐集相關參考文獻資料，提出適當之防止災害策略與建議。研究結果發現台電員工災害類型以墜落（21.34%）與和高低溫、有害物接觸（18.41%）所占比例最高，其原因為不安全環境與不安全行為，皆能以防護措施降低災害率。故員工應確實做好個人防護並遵照安全作業標準，而企業也應加強員工安全訓練，雙管齊下必能有效降低職災發生。

The power is the motivity of economic development, as well as an inevitable resource to maintain the high quality living standard of customers；It’s very important to develop and manage the power enterprise in the national wide construction. There are many factors to induce the possibility of security accident as follows: island wide and outlying island wide Tai-power employees as well as special working surrounding. Hence those factors render the management of security to the spot of adversity, in the meanwhile, the harmful severity and frequency are always too high.
The aims of the study are according to Taiwan power company each department that include 5 categories and 238 employees’ safety accidents case （include death and Injury-disabling Injury） from 1997 to 2006, the analysis categories are as follows: （1）The age occur the harm （2）Working department （3）Working experiences （4）Education degree （5）Accident type. The study proceeds the statistics and analysis on them. The study try to find out TPC's employee their working disaster’s major cause and potential hazard factor of harmful working accident from the statistics and analysis information to understand the characteristics and influence of disaster obstacle. The study also collected reference documents to bring up strategies and suggestion that will be well prepared and presented to prevent safety disaster happened. The results of the study showed that employee's accident type are related with high and low temperature and touch the hazardous substances（18.41%） was the highest ,it slender higher than falling（21.34%）. The Injury reason include unsafe acts and unsafe conditions, they can use these protection measures to reduce the disaster rate. Therefore, every employees should execute the regulation of personal protection while working and follow up the standard operating procedure （SOP） to avoid of accidents. The business should give the employees training education of safety and health. Both of counter-measures mentioned above can reduce the risk of injuries.
