應用CMMI於手機設計代工流程改善
Applying CMMI to Improve Cellular Phone Original Design Manufacturing Process
摘要
台灣曾是全球化的得益者，但是近年來新興起的金磚四國印度、中國、俄羅斯、巴西，橫掃全球吸走先進國家的工作及資源。而台灣的產業處於全球化的競爭下，面臨生存的空間被急劇壓縮，台灣的手機設計代工ODM(Original Design Manufacturing)原是台灣產業面對全球化競爭的一項利器，而台灣競爭力的優勢在於「彈性」與「速度」所建立起的成本優勢，但是中國的興起以及在全世界的注目下，中國運用大量的低價人力成本和快速的學習能力，使得中國的製造代工OEM(Original Equipment Manufacturing)快速的成長及成熟，加上與台灣的同文同種，更加速原本台灣優秀的設計能力流向中國，也越來越讓中國的ODM能力的腳步越趨加快。 能力成熟度整合模式(Capability Maturity Model Integration, CMMI)是全世界成長最快的流程改善架構之一。本研究透過IDEAL方法導入CMMI之需求發展的規範與流程調適，使台灣手機設計代工流程能與世界接軌，進而增加競爭優勢。此外，CMMI的單一性、整合性、靈活性，將使台灣手機設計代工更加具有與全球競爭的能力。

Taiwan was once the most productive country in the world. Recently, the BRICS (Brazil, Russia, India & China) have swept across the world and took over most of the business solutions and job opportunities. Under highly competitive global market, Taiwanese industries are being left out of most of business opportunities. Cellular Phone Original Design Manufacturing was once the best defense skill for Taiwan to face worldwide competitions. The flexibility and speed were the key points how the industries of Taiwan were very successful in the beginning. However, due to the massive work force, cheap labor cost and quick learning ability, China has become the newest focus of business opportunities in the world. OEM (Original Equipment Manufacturing) has made China grow rapidly and stronger. Since Taiwan and China use the same language, all the highly talented and skilled designers, along with their knowledge have migrated to China. Moreover, it allows the ODM ability growing faster in China. CMMI (Capability Maturity Model Integration) is one of the fastest growing frameworks of process improvement. This research applies IDEAL model to the Requirements Development process area of CMMI to help Taiwan’s Cellular Phone Original Design Manufacturing to regain the ability to reconnect with the world. The simplicity, unity and flexibility of CMMI system will give Taiwan more leverage to face the competition and be successful again.
