中小企業公文流程的規劃與建置
The Workflow of Documentary Approval for the Small and Medium Sized Enterprises
摘要
隨著企業不斷地成長，公司內部的作業分工流程更趨複雜，傳統用人工處理流程傳遞方式已不符合企業效益與時代需求；所以，資訊科技(IT)使得企業必須重新思考其企業程序，其中以工作流程管理系統被認為最能改善企業程序與提高客戶滿意程度，又以中小企業的公司成效最為顯著。工作流程系統被用於支援企業中的流程自動化，甚至透過這種資訊科技的使用，將企業中的工作流程重新設計，改善整個作業流程的效率與品質，以達到企業流程的再造(Business Process Reengineering)，進而提升整個企業的競爭優勢。 在「工作流程管理系統」這個範疇裡，目前已有為數不少的工作流程管理商業軟體可供使用，然而大多數流程軟體都存在著因系統的開放性、擴充性與相容性等等方面的問題，使得這些軟體有諸多限制。 本次研究主要是針對中小企業，把非體制內的非結構性文件（如：工作週報、會議記錄、人員出差、文具申請等），轉變成有制度的結構化文件，並動態的去改變簽核的流程順序。

As the enterprise growing, the division of labor in the company interior was more complex than before. The traditional way of artificial processing flow transfer mode had not conformed to the enterprise’s benefit in modern time. Therefore, the information science and technology (IT) influences the enterprise to reconsider its procedure. Workflow management system was the best way to improve the efficiency of enterprise’s procedure and to enhance customer’s satisfaction. This system had been produced a marked effect by small and medium sized enterprise. The workflow management system uses to support the workflow automation in enterprise. Furthermore, the enterprise could redesign the workflow, and improved entire workflow efficiency and quality by this kind of information science and technology. Beside, the enterprise could achieve Business Process Reengineering, and then enterprise could promote the entire enterprise''s competitive advantage. There is a lot of workflow management commercial software in the category of "the workflow management system” at present. However, the most of flow software faces many limits, because they contain the problems of openness, expansion, compatibility, and so on. This research was aimed at small, medium sized enterprise and non-system in non-structure document (For example: The work weekly report, the council book, the personal travel on official business and the stationary application…) to transform them into the document structure system and dynamic signs.
