台電公司推動TOSHMS之效益研究

摘要


電力為經濟發展之動脈,亦現代人民生活所必需,且投資浩大,技術精深,故其經營發展,在整個國家建設中,恒居重要地位。由於其工作危險性偏高,而所屬單位、人員遍佈於全省及外島各地,工作環境殊異,使得安全衛生之推動甚為困難,員工傷害頻率及嚴重率始終偏高。 目前國際間之組織系統的職業安全衛生管理制度以OHSAS-18000系列和ILO-OSH2001為主基本架構相類似,只差異於OHSAS重視風險評估與控制的風險管理機制,IL-OSH2001以遵守法規及危害預防做目標,全員參與之重要性,更為擴大國內各事業單位參與,加速職業場所安全衛生之管理知識與能力,行政院勞工委員會將OHSAS 18001與IL-OSH2001之優點結合,於96年8月13日訂定發布臺灣職業安全衛生管理系統指引(簡稱TOSHMS指引),依TOSHMS系統要求,可協助組織控制職業安全衛生風險及改善職業安全衛生績效。本研究經由文獻探討與專家訪談等利用平衡計分卡四構面來分析,依學習與成長構面的觀點來分析,它具有強化安全知識與安全文化之功能,依內部流程構面的觀點做它可幫助企業落實職業安全衛生文化,依顧客構面的觀點分析,它能使企業經營成長並提高顧客戶滿意度,依財務構面的觀點分析,它可幫助企業強化企業社會責任(CSR),以符合企業推動TOSHMS的期望,也可作為未推行TOSHMS的各企業榜樣與方針,作為日後推動之依據,同時藉由TOSHMS系統,員工安全知識提高,降低職災事故,創造永續經營。

Electricity is an artery of economic development and a necessity for modern people's lives. Due to its large scale of investment and intensive technology, the management and operation of electric power is always important for nation infrastructure. In addition, the high risk of work, massive personnel, and diverse working environments have made the promotion of health and safety difficult, and the frequency rate and seriousness of staff injury has been high. Currently, international organization systems are running OHSAS-18000 series and ILO-OSH2001for the Occupational Health and Safety Management systems. They are similar in terms of the basic structure. The only difference is that OHSAS emphasizes the mechanisms of risk assessment and management, while IL-OSH2001 targets the compliance with the regulations, prevention from danger, public participation, participation of domestic institutions, and the acceleration for the knowledge and capacity of occupational safety and health management. The Council of Labor Affairs combined both advantages of OHSAS 18001 and IL-OSH2001 and announced Taiwan Occupational Safety Health and Management System Guidelines (referred as TOSHMS guidelines) in August 13, 2007. TOSHMS system can help organizations to control occupational health and safety risks and to improve occupational safety and health performance. This study, based on literature review and expert interviews, utilized the Balanced Scorecard to analyze four dimensions. In the dimension of learning and growth perspective, it can enhance safety knowledge and security culture. In the dimension of internal processes, it can help enterprises to implement the occupational health and safety culture. In the dimension of customers’ point of view, it enables business to grow and improve customer satisfaction. As for the dimension of the finance, it can help to strengthen corporate social responsibility (CSR) and meet the expectations of companies to promote TOSHMS. It can serve as an example and standard for other enterprises that have not incorporated TOSHMS, and be a basis for the future promotion. Meanwhile, by integrating TOSHMS system, employers’ safety knowledge can be increased, occupational accidents can be reduced, and sustainable management can be created.
