台灣縣市觀光競爭力評估指標架構初探

摘要


本研究旨在建構一套評估台灣各縣市旅遊競爭力的指標架構,期望做為未來有關單位進行實際調查評量的依據。本研究縣市旅遊競爭力評估指標的建構是以既有旅遊地競爭力理論為基礎,並配合台灣各縣市之發展特性加以修正而成。在指標建構方法方面,有鑑於過去研究採用德爾菲或焦點團體等方法,可能忽略了指標之建構效度,本研究因此另外採用驗證性因素分析,來確立指標之建構效度。 主要研究發現如下:(1) 本研究建構之台灣縣市觀光競爭力指標包含「核心資源與吸引力」、「觀光服務設施」、「支援性要素」、「旅遊地管理」、「情勢條件」5 大構面,共計27 項指標,經100 份產官學專家問卷結果顯示,這些指標皆適合用以評估台灣各縣市之觀光競爭力;(2) 在指標之建構效度方面,本研究共計建構五種模型架構進行驗證,結果顯示,僅有12 個指標具有穩定之建構效度,包括觀光優先性、觀光人力資源、觀光政策規劃、觀光行銷、旅遊資訊服務、住宿設施、交通運輸系統、觀光服務設施、環境管理、健康與衛生、娛樂活動、遊客構物共計12 個,這些指標可視為縣市觀光競爭力的決定性指標,建議未來在調查成本有限的情況下,可優先採用這些指標進行評估。

The purpose of this study is to construct a framework for the evaluation of tourism destination’s competitiveness of cities in Taiwan, in order for the further use of practical evaluation in the future. The framework was conducted mainly based on the destination competitiveness theory, and some indices were revised according to the cities’ characteristics. As to the methodology, due to the existing literature which mostly adopted the Delphi or focus group techniques may ignore the construct validity, the study used the confirmatory factor analysis (CFA) to test the construct validity of the proposed destination competitiveness indices. The main findings are as follows: (1) the proposed framework includes five dimensions and 27 indices, the five dimensions are ”core resources and attractiveness”, ”tourism infrastructure”, ”supporting factors”, ”destination management”, and ”situation conditions”. These indices have been demonstrated to be properly by 100 valid respondents from tourism suppliers; (2) As to the construct validity, five structures were proposed and tested by CFA, the results indicated that only 12 indices were left in the model, including sightseeing, tourism human resources, tourism policy planning, tourism marketing , travel information services, accommodation facilities, transportation systems, tourism services, environmental management, health and hygiene, entertainment, tourist shopping. These indices could be viewed as the determinants of city tourism competitiveness, which imply that subjecting to the budget constrain, the tourism sector can firstly use these 12 indices for practical investigation.
