邁向廿一世紀兒童福利的願景－以兒童為中心、家庭為本位，落實整體兒童照顧政策
A Vision of the 21st Century Child Welfare Policy－The Holistic Childcare Perspective
摘要
我國兒童福利工作推廣從台灣光復後的貧童及失依兒童的救濟與扶助，到民國六十二年兒童福利法制定成為制度式立法。在兒童福利工作之提供不僅由農忙設立托兒所到鄉鎮公立托兒所的普及化日間托育機構的設立，並轉至於鼓勵民間及非營利組織的加入；對於兒童保護由受虐兒童安置參與積極地落實兒童權益保障及兒童保護；在早期療育不僅由機構式照顧到全民健康預防與保健，這種種轉變顯現我國兒童福利工作在社會變遷及國際潮流影響之下，已從救濟性兒童關懷擴展為以兒童身心健全發展為目標的照護工作；從個人扶助轉為社會保護；從愛心的關懷提升為專業性的服務；從積極性對不幸兒童的基本生活扶助、收容、寄養及受虐兒童之保護等，轉為積極性對一般兒童的托育、教保、健全人格的教育、文康育樂的拓展及親職教育的推廣都予以兼顧。 本文主要摘自內政部兒童局補助台北市青少年兒童福利學會之「兒童整體照顧方案之規劃」研究，細分為五個議題：經濟安全、托育與福利、安置與保護、教育與輔導及健康與醫療等。此方案之資料蒐集主要是以文獻探討及專家學者圓桌論壇為主，並據此提出我國整體兒童照顧之可行之建議以供相關主管機關參考。

The development of Taiwan's child welfare service has gone through two phrases: te post-war era focusing on the charity for poor children or orphans and the passing of the child welfare law to institutionalize the service. Thereafter, the service has expanded from providing public childcare institutes throughout the country to encourage the participation of private and non-profit organizations; from protecting abused children to promoting the right of children; from institutional health care to national health care for the children. This study is part of the” Holistic Child Care Planning” conducted by the Association of Youth and Child Welfare, Taipei Branch and sponsored by the Bureau of The Child, the Ministry of Interior Affairs. It includes five agendas: economic security, daycare and welfare, placement and protection, education and guidance, as well as health and medication. Based on literature review and roundtable discussions of experts as well as scholars, this study provides suggestions for the planning of the national holistic child care policy.
