摘要

本文乃針對二○○二年北高兩市市議員選舉結果的總體資料，分析三項研究議題，一為剖析斯項選舉所鑲嵌的總體及制度環境系絡，以為選舉結果的解讀基礎。
二為根據選舉結果的總體資料，分別計算各政黨在各個選區的實力指數，並由指數表中，探勘出重要的訊息，以為政黨未來擴廣政治板塊的策略參酌。
三為論述選戰的決勝關鍵出自政黨的有效提名。至於政黨要遵循哪些原則，方可奠定勝基，再循向擴大席次，乃是論述的焦點。

This paper attempts to examine three issues about city councilman election of 2002. Macro and Institutional environment of that election is addressed and utilized to interpret the results. To construct capacity index of each party in each electoral district is the second task of this paper. The important information implied in the capacity index are mined accordingly. Finally, the paper advocates that party nomination is the key facto to win election and should be followed by appropriate principles of nomination.
