摘要

在台灣，隨著地方政府自治權限提高、行政首長面對選舉壓力、住民權利意識高漲以及社區團體參與日趨活絡等因素，促使各地方政府莫不致力於治理能力的提昇，以改善整體服務產出與效能。然而，地方政府面臨的治理問題經緯萬端，尤其有關行政區劃現狀造成若干縣市規模太小、自主財源的不足，加上現存地方民主政治發展的沈痾，使得地方政府儘管致力於提昇治理能力的任務，仍無可避免地會面臨來自結構上的瓶頸。其中值得注意的一個面向在於地方治理結構所涉及的各種協調、合作與溝通關係。
就此，本文指出地方政府可從行政課責的層面著手，消極面得能矯正政策失靈，積極面則可藉由不同層面的課責要求，滋養組織成員的責任意識，進而強化治理結構中的合夥關係，提昇總體之治理能力。

In Taiwan, strengthening governance capacity is a common task for local governments in response to the increased local autonomy and community participation in public affairs as well as the reelection pressure facing local politicians. Nevertheless, such an endeavor has been constrained by structural problems, such as the small jurisdiction of some localities, scarce financial resources at the local level, and the serious pitfalls in local politics. To develop strategies to help local governments to get around these constraints, this study looks at the coordination and partnership dimensions of local governance structure.
In essence, this study focuses on improving local governments’ accountability, which can prevent policy failure on the one hand, and hold public officials accountable for the results of partnership on the other hand. As a result, the overall governance capacity could be actually enhanced.
