政府研究機構與民間企業問的技術移轉對其本身經營成效均是相當重要的因素。對企業而言,過去國外技術的移轉為本國企業尋求外部技術資源最主要的方法,然以最近趨勢看來,由於本國廠商技術能力的提高,預期未來企業要自先進國家移轉此類型的技術將是非常困難。在自國外移轉技術有困難的清形下,企業自政府研究機構移轉技術,將成為企業取得外部技術資源最主要的途徑。對政府研究機構而言,政府研發投資的成效係決定於研發成果能否有效地移轉廠商。 本研究以政府研究機構將其開嶺成功之技術,移轉至民間企業為研究對象。欲瞭解企業自政府移轉技術時,其技術承接者特質(技術能力、管理者支持度、過去移轉經驗),其與技術移轉績效的關係。研究後發現,技術承接者技術能力與管理者支持度將會影響技術移轉績效。 技術移轉即溝通的過程(Robinson , 1988:1991)。此一溝通模式之技術移轉論點,近年來已逐漸成為研究技術移轉的主流(方世杰,民85)。本研究引用Mohr與Nevin於1990年與1996年所提出行銷通路之溝通策略架構,作為技術移轉過程中,技術移轉雙方溝通策略的建構,探討技術栘轉雙方的溝通策略是否會影響技術承接者特質與技術移轉績效的關係。研究後發現,溝通策略會影響技術承接者技術能力及管理者支持度與技術移轉績效問的關係。 另外,在有關移轉技術特性與技術承接者特質對移轉績效之交互作用研究。研究結果顯示,移轉技術特性會影響技術承接者技術能力與技術移轉績效問的關係,及影響過去移轉經驗與技術移轉績效間的關係。
The technology transfer is a very important factor to the operating effects of the governmental research institutes and private enterprises. For the enterprises, foreign technology transformation was the main source to obtain outer resources in the past. However, the technological development of Taiwan has made great progress recently. and technology transfer source from developed countries will become difficult. Thus, the governmental research institutes become important resources for the enterprises to obtain their outer technology support. The technology transfer performance from the governmental research institutes to the enterprises is the main objective of this paper. This paper explores the relationship between the transfer performance to transferee’s characteristics (technology ability, top manager’s supports and the past transformation experiences). And after researching, We found that the transferee’s technology ability and the top manager’s support have a great influence on the technology transfer performance. ”The technology transfer is the process of communication” (Robinson, 1988; 1991). Recently, the view of communication model is becoming the main stream of researching field of technology transfer. Mohr and Nevin (1990,1996) presented the communication strategy as a basic theory to explores the transfer process between the technology transferor and the transferee. In this paper, we adopt communication theory to discuss whether the communication strategy in the technology transfer could affect the relationship between the transferee’s characteristics and the technology transfer performance. And we found that the communication strategy do have a great influence on the relationship among the transferee’s technology ability, the top manager’s support and the technology transfer performance. In addition, To explore the reciprocal effects between the technology character and transferee’s characteristic the research also found that the technology character will affect the relationship between the transferee’s technology abilities and the technology transfer performance. Also, affect the relationship between the technology transformation experiences and the technology transfer performance.
