摘要

本文係特別為非法政科系之大學生而作，首先介紹政治的定義，可說是「價值的權威性分配」，也可說是「衝突的管理」。其次則說明國家乃是由靈長類的社會組織長期演進而成，它是人類「適應環境之產物」。國家之所以存在，主要係為滿足安全，秩序、正義、自由與福利五大目的。古今中外，國家的權力結構都是金字塔型，權力大者，人數少，大多數的人，都只有小量的權力。國家的形態，依君主的有無，可區分為君主國與共和國兩種。國家的統治方式，則可粗分爲獨裁與民主兩類。何謂民主？民主的原則、本質、民主政府的種類，本文皆加以說明。
近代民主的基本主張乃是「憲政主義」，政府必須是「有限的政府」，須依法行政。民主的要素是「自由選舉」，沒有自由選舉，就沒有民主。民主的功能之一，在於它能保障人權。民主政治的主要參與者，除人民外，政黨與利益團體，均極重要。
民主的基本原則之一乃是「依法統治」，法律的系統如何？何謂「司法獨立」？法治的基本觀念有那些？本文亦扼要加以說明。
