What would happen when a place set up a sugar industry factory? How a sugar industry factory would influence the peasants? This paper tries to answer the two questions. We find that the sugar industry factory provided employments for the peasants and caused a little scale population immigration. We call it as 'sugar industry immigration settlement'. There were two types:'Yi Min Liau' and 'Nong Charng Liau'. Nearly all the papers that explained the relationship between sugar industrial company and peasants during Japanese periods describe it as one word-'exploitation'. This paper tries to view from another viewpoints. With the example of sugar industry immigration settlement, this paper discusses the Japanese colonial economic theory, the conclusion is: peasants, who lived in frontier like as by the side of a river or in the vicinity of the coast, their living environments were hardship. The modern sugar industrial companies provided employments for them. So describe as 'exploitation', is not comprehensive.
