Local Resources and Regional Development in Nan-Juang

摘要

晚近區域研究學者提出一些新的、批判性的區域概念，這些對「區域」新的定義包括將區域視為地方認同的媒介、區域由社會關係所界定以及將區域視為資本主義作用過程的地方回應等等，這些新的嘗試試圖延續區域研究的傳統，並開闢區域研究的新途徑。但是，「新」區域地理學所提出的新區域概念已有多年的時間，實際的研究操作卻寥寥無幾，而新區域地理學的方法論也持強化。
苗栗南莊地區近百年來整體的區域發展經歷了許多變化，早期的發展主要為伐樟熬腦的山林採擷與土地拓墾等開發活動，後因煤礦的開採而成為一個礦業聚落，人口也因此大量增加，並伴隨著部分特定的服務業發展，也由於煤礦的沒落使得南莊地區逐漸沒落，雖然公部門嘗試許多的輔導措施，但一直以來成效不彰。但近年來，隨著國民所得的提高與周休二日制度的施行，對於休閒遊憩活動的大量需求，南莊地區因應此一趨勢，加上交通便捷、鄰近都市近郊地區與本身的優良自然環境及豐富人文資源，引發了休閒旅遊相關服務業的蓬勃發展發展。
因此，本文試圖延續上述新區域地理學的批判性區域概念，將區域視為「資本主義作用過程的地方回應」，透過以苗栗南莊地區的實際研究操作，探討地方性資源的聞發與區域經濟發展的關係，並試圖發展區域研究的架構，作為新區域地理學經驗研究的新嘗試。

In recent years, there are some new and critical conceptions in regional study. The ”region” is defined as the instrument of local realization, ranged by social relation and the local reply under the capitalism process. But all above of them are lack practical research and new regional geography methodology.
Nain-Juang, a small town in Taiwan, was grown quickly by coal digging in last century. However, it is flagging as the mining industry downfall. The government also tries hard to improve the situation. With the traffic system was built and the fertileness in natural and human resources, Nain-Juang develops tourist service and the outcome is very good.
Therefore, the article views the region as ”the local reply under the capitalism process.” The article researches the relation between local resources and regional economic development by the example of Nain-Juang, furthermore, try to develop a framework in regional studies.
