摘要

行政區的設置，一般而言乃是針對施政需要所劃設的範圍，無論大小，皆是行政單位所管理的區域，而單純劃分行政區域的「行政界線」，自然也成為行政權利與義務上的切割，而有值得討論的地方，本文以清政府的南疆為例，說明不同性質的邊陲區域，在單一的中央政府行政體系下，如何調整行政區位的劃設，以達對施政的目的，進而產生空間上的差異。

The installation of an administrative area is based on the scope for carrying out the government's policies generally. No matter broad or narrow, it's the region to manage by administration. And administrative lines, demarcating administrative areas, will become division between administrative rights and responsibilities. So, it pays to discuss such situations. This article will take the southern China of the Qing period for example. It explains that different areas having spatial diversity under the government administrative system, how to adjust administrative areas to reach their political purposes.
