應用ITS技術提升汽車客運業即時調度作業效率之研究

A Study on Real-Time Dispatching Strategy of the Bus System

摘要


汽車客運業於日常營運作業中,常因為無預警性的需求增加、班次延誤、營運車輛故障或值勤駕駛員請假等因素而產生即時調度作業之需求。根據實際調查結果發現,調度人員從事即時調度作業時間最長可達24分鐘,且作業過程中常需一併處理其他營運管理與記錄作業,使其承受莫大的工作壓力。本研究旨在運用ITS中之車輛定位、通訊與資訊技術,蒐集可用人車資訊,再透過即時調度演算法產生可行之調度方案,最後利用手機簡訊功能,自動將調度作業計畫通知相關人員。經系統測試,以新增班次或車輛途中故障等需要同時調度人車之狀況為例,皆可在1秒內產生可用人車資訊與調度參考方案,同時利用通訊系統,簡化調度作業程序,縮短作業時間至3秒內,其結果顯示可大幅提升即時調度作業之效率。

The real time dispatching in many bus agencies could be a difficult problem during the daily operation. The complexity of the problem involved the usable and operating data control of the fleet and regulation of the schedule for the delay or breakdown buses. The purpose of this research is to integrate the technology of AVL, wireless communication and information to develop a real time dispatching system which consists of the operation information database of the fleet, and a multiple attribute decision making model. The results of the empirical test show that it takes only 1 second to generate the dispatching strategy and use the SMS to inform the related crews or drivers automatically within 3 seconds. This system will help the operators of the bus agencies to make a reasonable real time dispatching decision and utilize the communication system to simplify the dispatching procedure.
