台灣與英國職業訓練之探討

摘要


隨著國家經濟的成長、人力的需求、產業結構的改變、社會的需要,以及科技的進步,職業訓練需要不斷地調整,才能符合時代潮流的需要。近年來,由於勞力經濟產業快速的委縮,國內就業市場正面臨結構性的轉型。為因應國內外環境巨大變化,政府在這方面適時推出「振興經濟方案」、建立「亞太營運中心」、加入「世界貿易組織〔WTO〕」等重要經建政策;相對的,職業訓練也積極由計劃導向逐步調整為市場導向,以期能符合產業需要、社會變遷、及國家發展。在此同時,也因為國內科技產業發展的快速進步,科技知識不斷累積創新,速食文化的衝擊,加上個人價值觀的改變,職業訓練應兼顧青年生涯發展而作適度的調整,以因應新世紀人才的需求。本文也說明台灣與英國職業訓練之現況、特色加以比較後,深得知國內職業訓練有必要參酌先進國家的經驗,以做為台灣職業訓練設計執行的參考。

Along with the state economy growth, the manpower demand, the industrial structure change, society's need, as well as the technical progress, the occupation training needs unceasingly to be adjusted to conform to the trend of the times need. In recent years, because the labor force economical industry fast shrank, the domestic employment market was facing constitutive reforming. For the tremendous translation in both the domestic and foreign environments, the government promotes many important economic construction policy, such as ”the promotion economical plan”, the establishment of ”the Asian and Pacific transport business center”, and ”World Trade Organization [WTO]” joining, and so on. In order to fit the industrial need, the national development, and social vicissitude by the time, the occupation training is gradually adjusted from the plan guidance to the market direction. Since the technical knowledge unceasingly innovates, the domestic technologies progress fast in industry. Hence, the resulted fast food culture impacts the individual concepts in the career. Therefore, the occupation training must give more attention to the professional developments of the youth by the moderate adjustment anytime to accommodate to the demand of talented person in new age. On the other hand, the occupation training is necessary to deliberate the experiences of the correlative developments in the advanced countries as the references of the domestic occupation training design and execution. It will be expected that the domestic occupation training will catch up the trend of the international development in the near future.
