台灣社會服務機構面臨環境與問題研究

A Study on the Current Situation and Problems for Social Service Institutes in Taiwan

摘要

本章主旨在於深入地瞭解社會服務機構，分析台灣社會服務機構的現況、面臨的環境與問題，以及社服機構之需求。以問卷調查方式，針對台灣300家主要基金會進行研究，結果顯示環境變遷問題上，政府社服政策、經濟景氣榮枯以及社會大眾支持度，是社會服務機構所最關切的；而經營管理上，募款困難、研發創新不易以及人力資源管理困難是社會服務機構最關切的；另外在社服機構需求上，培訓社服人才、提供e化服務諮詢、研擬社會服務政策、各類專業技能訓練服務以及創新輔導新事業乃是社會服務事業最迫切的五項需求。

The main purpose of this study is to investigate the social service institutes and analyze their current situation and problems. We designed questionnaires and sent them to 300 foundations in Taiwan. The research results can be concluded as follows:
1. The deeply concerned problems for social service institutes are governmental social service policies, economic prosperities, and public supporting.
2. For operation and management, it is difficult to raise money, innovation, and managing human resources.
3. About the need for social service institutes, there are five urgent items. They are training social service people, consultant on electronic business, developing social service policies, professional talent training, and innovation on incubate new enterprises.
