摘要

本文利用英國電信普及服務的無形利益計算方法評估臺灣電信普及服務的無形利益為每年89-110億元或50-54億元（流量觀念）。經由電信實務、法律判例及文獻整理，普及服務提供者除電信普及服務項目的無形利益外，還有品牌延伸、獨占槓桿及股票報酬等非電信普及服務項目的延伸無形利益，且根據各電信業者之杜邦方程式及廣告量比較，本文證明延伸無形利益可能存在。本文利用本益比法、資本資產評價法及同業類比法得到臺灣無形利益及延伸無形利益累積至2005年之綜合評估結果最大可達300-611億元（存量觀念）。

This paper evaluates the intangible benefit of Telecommucational Universal Service (TUS) in Taiwan by the method of England, and its result is NT$.8.9-11.0 billion or NT$.5.0-5.4 billion. From the review of the present competitive situation of telecommucational services, precedents and literature, we could get the conclusion that the extended intangible benefit of TUS provider which extends the business of TUS to Non-TUS should exist. And we prove the above conclusion by the comparison between the DuPont Formula and advertisement expenditure of Taiwan's telecommunication companys. The last, we use the method of Price-Earnings Ratio, Capital Asset Pricing Model and Cross-sectional analysis to get the integrated evaluation of intangible benefit and extended intangible benefit of TUS in Taiwan.
