Since the European Union announced ”Long Term Policy towards China” in July 1995 and Resolution for ”Building a Comprehensive Partnership with China” in March 1999, a change of tone and substance is detectable in European governments' China-policies. The only goal of the existing framework for EU- China cooperation (political dialogue, economic negotiation, cultural and educational exchanges) is EU maintains a policy of ”separation of diplomatic recognition and economic interaction” with Taiwan. The purpose of this paper is to examine the changing nature of EU-Cross Strait relations and to identify some of the key drivers determining the direction and scope of this relationship. In another words, this paper takes a broad overview on the development of EU-China and EU-Taiwan relations with a particular emphasis on the EU’s two documents.
