This paper intends to interpret two dimensional questions. First, this study focuses greatly on the external relations of the EU, it include the discussion of the legal competence and its empirical developmental experiences. Second, this paper explores the interactive relations in different levels between EU and Mainland China under the regulations of the external relations of the EU. Through these discussions, this paper found that the implementation and fulfillment of the external relations of the EU would be a process of integration through bargaining. Meanwhile, this study also demonstrates that the relations between EU and China has shown the characteristics of multi-level, structural, and strategic interdependence. Nevertheless, there are still some controvercial and sensitive conflict issues among them. The further situation should be continue to observe.
