使用中機動車輛噪音稽查取締結果之分析研究

A Study on the Results of In-Use Motor Vehicle Noise Inspection

摘要


本研究針對99至100年環保署執行「全國使用中機動車輛噪音稽查大執法」計畫執行成果進行探討,依據攔檢檢測結果,對不同車種、車廠、車型及車齡之合格與不合格率進行分析,期能瞭解目前各種機動車輛之噪音產生狀況。攔檢結果以機車為最多數,又以山葉、光陽及三陽廠牌為較多不合格,從車型分析結果山葉以NXC125與XC100、光陽以SG20和RT30系列車款、三陽車廠則以PA12及PA15系列噪音管制不合格率較高。機車以車齡做區分,以車齡4-8年車不合格率較高。民眾普遍以機車作為代步工具,但目前機動車輛噪音大都來自於使用者改裝排氣管居多,由於民眾使用至一定期限後,需更換排氣管時,原廠排氣管、國外進口排氣管與市售副廠排氣管價差可能達數倍,往往會因金額考量選擇副廠排氣管。未來若能將強對改裝產品的管理制定審驗值標準,將可有效降低不當改裝車輛噪音問題。有制度的規範也可以將民眾對於改裝等於違法的想法有所改變,提供民眾對於更換汽機車零件時有更保障。

In this study, the results of in-use motor vehicle noise inspection conducted by the Environmental Protection Administration were discussed. The inspection results were analyzed based on several factors including types, brands, categories, and ages of vehicles to obtain the current conditions of the in-use motor vehicle's noise. Results show that motorcycles had the highest inspected numbers among all types of vehicles. Percentages of the violation of in-use motor vehicle noise control standards were high for the brands of YAMAHA, KYMCO, and SYM. Motorcycles between ages of 4 to 8 years old had higher fail percentages in the inspection. During the use of motorcycles, changes of tailpipes are necessary when tailpipes are broken. The users may not choose the tailpipes produced by original equipment manufacturers due to the economic considerations. Since noise of motorcycles is mostly generated from tailpipes, the quality of tailpipes sold in the markets is suggested to be controlled to reduce the noise problems caused by tailpipes with poor quality.
