摘要

英美兩國在1980年代的教育改革中充斥著教育市場化理念，而教育市場化形諸於教育政策實務上最明顯的訴求就是學校選擇權運動的興起。家長對於學校選擇權的支持與反對使得1980年代以來教育市場化在英、美兩國產生了很多的爭議。教育市場化是自由主義思潮下的產物，而學校選擇權運動則是推動教育市場化的實務教育政策。本文將先釐清何謂教育市場化，並藉由對學校選擇權運動的興起來探討教育市場化下的學校變革，提出以下三項危機：1.阻礙教育機會均等；2.無益於學校行政革新與學生的學習；3.對中小學經營的危機。最後說明教育市場化後為義務教育帶來的危機和啓示，以作為本文的結論。

In this study, the effects of education marketization will be discussed thoroughly, especially the ones on compulsory education in Taiwan. First, try to make clear those definitions of education marketization, school choice, and education choice or parental school choice. Secondly, through analyzing the historic development of school choice in the U.S. and Britain, discuss the education/school reforms there and how the results affect the education in Taiwan. Finally, present three crises which may affect Taiwan compulsory education, and share the solution with all readers in the end.
