我國國民教育政策的發展趨勢

摘要

教育政策之規劃與實施，必須兼顧「解決問題」與「引導發展」雙重功能，本研究以文件分析法，探究當前國民教育的重要教育理念、基本教育法令，及近期中長程教育計畫，尤其是2005教育部全國教育博覽會宣導的施政四大主軸及三十三個配套行動方案，析論我國國民教育政策發展趨勢。本研究發現，我國國民教育政策具有下列發展趨勢：
（一）彰顯適性發展的目標，
（二）延長基本教育的年限，
（三）發展多軌多支的學制，
（四）規範能力導向的師資，
（五）建置優質均等的設施，
（六）推動領域統整的課程，
（七）實施專業自主的教學，
（八）展現多彩繽紛的教材，
（九）經營精緻卓越的文化，
（十）培育具有產能的學生。這十大政策發展趨勢將導引我國二十一世紀國民教育發展，彩繪基本教育天空，豐富學生生涯內涵，期待教育界人士共同參與與耕耘。

The plan and implementation of educational policies should take problem solving as well as development guidance into consideration. This study adopts document analysis method to investigate important educational ideals, basic laws, and middle and long range educational planning for current compulsory educational environment, special attention is paid 011 the four axes and 33 act o programs announced ill 2005 National Educational Exposition to explore the educational development trends.
The analysis results depict the development of compulsory education ill R.O.C shows the following trends:
1. Show the goal of adaptive development;
2. Lengthen the year of basic education;
3. Develop the multi-track school system;
4. Specify the competence-oriented qualification of teachers;
5. Build equipment with excellency and equality;
6. Carry-out the curriculum with domain-integrated;
7. Implement teaching with profession and self-mastery;
8. Show the multiple materials of instruction;
9. Manage the culture with outstanding;
10. Cultivate students with abilities of production.
The above mentioned trends will guide the development of our compulsory education in the 2l(superscript st) century, color our compulsory education and make the career of students more plentiful. Therefore, the author sincerely expects the educators' participation ill the field of education development.
