運用結構方程模式探討影響國內公共工程品質相關因素

本研究以全面品質管理概念，對影響國內公共工程品質之相關因素，從法規制度性等構面、包括主辦機關、設計監造、施工廠商之關鍵因素以及營建產業特性等構面。加入公部門執行工程業務人員之工作滿意度構面。本研究以公部門辦理工程業務之人員為對象進行問卷調查後，採用因素分析、信度與效度檢驗、多變量變異數分析、迥歸分析，以及結構方程模式等之驗證統計方法，來提出影響國內公共工程品質相關因素之結構方程模型。研究結果發現：(l)經結構方程模式之分析，證實本研究假說之架構模型是正確且具相當的堅耐性，顯示出每一變數的重要程度與因果關係；(2)法規制度為影響公共工程品質之主要變數，其次為營建產業變數；(3)員工態度為影響公共工程品質自變數與依變數間之重要中介變數，對公共工程品質有直接顯著之影響。在現階段我國政府組織再造之際，期盼本研究成果能夠提供國內公共工程主管機關思考提昇公共工程品質之方向，作為行政革新之助力。

This research applies total quality management (TQM) concept to study the affecting factors on quality of domestic public construction, from the laws and regulations, including sponsor agency, design and supervise companies, construction merchant, to the characteristics in construction industry. The result indicates the importance of attitude about job satisfaction in the hypothetical model overhead construction. The investigation objects who are handling the construction affairs in the public section currently answer the questionnaire. The main discoveries of this research are: (1) through the analysis of structural equation modeling, the hypothetical model of this research is correct and quite robust; (2) laws and regulations are the major dimension and second dimension are construction industry respectively to affect quality of public construction; (3) the attitude of staff is the important mediated variable between exogenous variables and endogenous variables affecting the quality of public construction, besides it also has the direct and significant causal relation for the quality of public construction. During the stage of government reorganization, the results of this research provides the domestic superior public works construction regulatory agency to ponder the direction of public construction quality promotion, and boosting the administrative innovation.
