摘要

本研究藉由內容分析法，以台灣三大報紙（《中國時報》、《自由時報》、《聯合報》）對各級政府（總統府，行政院，衛生署，台北市政府）在SARS事件中危機處理的三面向：危機溝通、危機策略、及後勤補給加以評估，並對政府危機處理提出具體建議。本研究發現二十項測量政府危機處理的類目全部呈現負面評價高於正面評價，顯示政府危機處理能力亟需提升。

The purpose of this study is to evaluate governmental capability of crisis management on SARS by content analysis of three major newspapers. We evaluate crisis management from three dimensions: crisis communication, crisis strategy, and logistics. The study showed that central and local governments got poor rating on all indicators of crisis management. Therefore, we suggest that the authorities have to enhance the capability of crisis management in the future.
