我國海洋事務機關組織變遷之研究

The Study of Organizational Change of Maritime Affairs Agency in Taiwan

摘要


隨著海洋事務在國際社會的重要性日增,我國也應該調整傳統「重陸輕海」的思維模式,聚焦於海洋政策與機關的前瞻性政策議題。本文即透過文獻與內容分析及深度訪談方式,先將我國海洋事務機關的演變歷程區分為整合前的海洋事務機關,整合後的海洋事務機關與新行政院組織架構下的海洋事務機關三個時間,並分別探討這三個時間的特質與問題。此外,本文也應用組織變遷理論,由變遷的主要驅動力量、變遷的速度與變遷的範圍,分別檢視這三個時期的組織變遷特質,本文並指出,未來海洋事務組織變遷的成效,繫於能否採行有效的組織變遷策略以解決變遷過程所可能出現的難題。

The importance of maritime affairs is increased gradually in international society, and we should adjust the traditional thinking mode of ”emphasizing land and ignoring ocean”, focusing on the prospective issues of maritime affairs and agency. This article applied the research methods of articles review, content analysis and in-depth interview, distinguished maritime affairs agency in Taiwan into three periods of pre-integrated, post-integrated and under new Executive Yuan framework, and discussion the characteristics and predicaments in each period. And then depending on the theory of organizational change, this article examined the organizational change features in each period from three dimensions including the main driven-force of change, the speed of change and the scope of change. This article points out that the performance of maritime affairs agency change depends on the adoption of effective organizational change strategy to resolve the puzzles of organizational reengineering process.
