地方政府治理指標建構之初探

How to Measure Local Government Management Capacity in Taiwan

檢視《天下》及《遠見》兩雜誌,自2003年以來的地方政府評鑑指標內容,發現有下列問題:1.齊一性的指標,無法反應出縣市間不同願景的施政重點。2.指標缺乏變異性,無法衡量績效表現。3.指標內容並非縣市政府職權範圍所及。4.指標內容與縣市政府施政作為之間缺乏明顯的因果關係。5.施政滿意度調查項目指標選擇的任意性。本研究擬以新竹縣市政府為個案研究對項,進行有關地方政府治理績效指標的建構,採取「量身定做」的動態績效評鑑制度,並符合下列條件要求:1.績效指標必須能反應地方政府的施政策略作為。2.施政策略作為必須能反應地方政府的願景。3.地方政府的願景必須能反應地方民眾的需求。4.績效指標的衡量結果必須能反應地方民眾需求被滿足的程度。

The study examines evaluation indices of local governments made by Common Wealth and Vision since 2003. The study found out the following weakness from previous magazines: 1. Unanimous indices are unable to reflect the policy priorities of individual local government. 2. Indices without variance cannot measure policy performances appropriately. 3. Some contents of indices evaluate public affairs beyond local government authorities. 4. There are no obvious causal relationships between contents of indices and actions of local government. 5. The selection of survey questions on local government approval rating shows arbitrary. The study suggest governance indices of local government should adopt customized and dynamic evaluation system. In addition, governance indices of local government need to meet the following requirements: 1.Evaluation indices need to reflect the policy priorities of local governments. 2. Policy priorities of local governments should echo visions of local governments. 3. Visions of local governments have to mirror needs of local citizens. 4. Outcomes of performance indices should meet the extent of satisfaction of local citizens.
