面對資訊科技全球化的趨勢與挑戰,網際網路不僅成為各國提昇政府治理的手段,亦係政府與民眾間另一種交流與溝通的介面。在此新的架構上,課責機制自需重新定義與設計。在公共行政的發展過程中,傳統公共行政講求官僚體制與政治互動,新公共管理強調效率與績效,公共治理則講求政府透明化與公民參與等,使得課責已不再侷限於單一權威的課責環境,也能透過市場或公民參與方式來監督政府作為。電子化政府乃是政府改革措施中呼應「企業型精神」的關鍵策略之一,在實務上,有許多國際評比或官方調查針對政府網站服務內容與功能的豐富完整度、運用資訊通訊能力,與使用者端的滿意度等面向,測量電子化政府的成效,但關於電子化政府的研究卻鮮少嘗試探討其是否有助於提升政府的課責成效。本文希冀就國內外相關文獻理論與調查研究進行整理與分析,嘗試建立電子化政府課責成效的調查指標,以瞭解電子化政府對課責成效的影響。
Under the pressure of reinventing government, e-government has become an umbrella term covering almost all information and communication technology (ICT) applications, and the adoption of web based technologies in public administration has also created a new government and citizen interface. In this new framework, it seems that the accountability mechanism should be redefined and redesigned.Whether e-government will unambiguously lead to a more transparent, interactive, open and hence, accountable government remains a central question. Most literatures deal with e-government focus on examining trends in digital government. In this paper, we will analyze the accountability effect of digital government from a comparative perspective, and establish indicators for e-government accountability.
