復振本土語言之組織再造與政策設計之研究:以臺灣閩南語為例

A Study of Organization Reinventing and Policy Design on Revitalization of Native Language: A Case of Taiwanese

摘要


語言乃是族群的重要資產,然受到過去推行「國語」運動的影響,諸多本土語言已面臨消逝的危機,雖然本土語言為國小課程之一環,惟復振成效仍相當有限。臺灣閩南語是臺灣目前使用最廣的本土語言,閩南族群亦是所佔人口最多的族群,然而相較於客家語言以及原住民語言,臺灣閩南語的復振與發展所受到的關注卻不及客家語以及原住民語言。本文透過問卷調查與深度訪談法發現在交談對象、交談議題與交談場合中,華語使用頻率均明顯高於臺灣閩南語,顯見語言轉移現象確實存在。而此種原因主要在於受到推行「國語」運動影響,使講臺灣閩南語者喪失自信而失去使用機會,甚者因缺少推廣臺灣閩南語的專責行政組織以及政策誘因,致而臺灣閩南語復振成效難如預期。為能有效復振臺灣閩南語,本文認為應該建立專責的行政組織,並採取具有治理網絡式的政策設計,以建構具體可行的語言政策,方可強化臺灣閩南語的復振成效。

Languages are an essential asset of human being. In Taiwan, a lot of native languages suppressed by the Speaking-Mandarin policy have facing a crisis of language vanishing. Nevertheless, there are courses of native language in elementary schools, it is difficult to revitalize native language. Taiwanese is the most widespread native language in Taiwan society. Min-nan racial group accounts for the largest proportion of population in Taiwan. But little people pay worse attention to revitalization and development of Taiwanese than Hakka and aboriginal language.By the questionnaire and deeply interviews, it has been found that frequency of speaking-Mandarin is higher than speaking-Taiwanese in some situations, including communicating targets, communicating issues, communicating occasions. There is obviously language shifting of Taiwanese in Taiwan society. The reasons lies in that Speaking-Mandarin policy make those who speak Taiwanese diffident and they lose opportunities to use it. Moreover, there are no exclusive public institutes and policy incentives in promoting Taiwanese, causing worse effect in revitalization of Taiwanese.In order to revitalize Taiwanese effectively, it is important to build up exclusive public agent and governance-network policy design for constructing concrete and feasible policies of native languages. This way will be helpful to .revitalize Taiwanese effectively.
