建構國民中學之策略地圖：桃園縣立某國中個案研究

隨著十二年國民義務教育的來臨，學校必須擬定願景與經營策略，來引導組織成員達成更好的教育目標。而平衡計分卡與策略地圖的應用，可將組織的願景與經營策略轉化為財務、顧客、內部流程、學習與成長四大構面之衡量指標，從中可觀察個案學校的教職員工對這四個構面的認知與需求，進而調整學校之經營策略。本研究係以桃園縣某公立國民中學做為研究對象。研究歷程為先透過彙整個案學校資料、問卷調查及訪談組織成員後，發展出個案學校之新願景與新經營策略，再結合相關理論與文獻探討後，建構出個案學校之平衡計分卡。最後以因素分析之統計方法做問卷的信效度分析，最後建構出個案學校之策略地圖，並歸納研究結論與建議。做為往後個案學校經營策略之參考。

Because of the implementation of 12-Year Basic Education, schools must come up with proper visions and management strategies, guiding the members of organizations to achieve profound educational goals. The Balanced Scorecard and Strategy Maps transform the organizational visions and operational strategies into four measurement indexes or aspects, including financial, customer, internal business process and learning and growth. This study aims to evaluate the cognition and demands of the faculties of the target school in terms of the four aspects. It is hoped that this case study would help adjust operational strategies of the target school. This paper samples a public junior high school in Taoyuan County. In this study, New visions and operational strategies of the target school are developed by collecting the data of the target school, administering questionnaire survey and interviewing with the school members. Accordingly, a balanced scorecard of the school is established after exploring related theories and reviewing previous literature. To make case study more authentic, this paper adopts the use of factor analysis combined with reliability and validity analysis. The result can be a reference for the future management strategy of the school.
