2013年1月7日,新北市政府透過政府部門與企業合作─新北市7-Eleven、全家、萊爾富及OK超商4超商,推出〈新北市幸福保衛站〉政策,該內容以急難救助之定義,對於新北市轄區內18歲以下學童提供主食及飲料實施救助;並在為期7天的試辦之後正式實施,截至目前的績效評估,就政策效應面向上,是個成功的政府與企業合作的跨域治理。本文的結論認為,案例當中,政府不是扮演主要執行角色,而是能發揮關鍵性的作用:以合理的政策創新,聯結產業經營的特性與社會資本的投入。從此案例當中也發現,企業本身客觀上並非全然是以表面上的資本獲利做為最大考量;每一種產業,如果能夠得到適當的政策配合,除了能提升企業體整題的直接與間接獲利,更能透過「產業特性--政府社福政策」間的適度聯結與緊密結合,打破公私部門疆界的迷思。本文認為此案例中,顯示政策具有單元雙向功能啟示;「企業-政策」的夥伴關係的緊密結合,亦提供了政策引領產業跨越傳統創新上的新典範。
January 7, 2013, New Taipei City Government launched the ”Happiness Safeguarding Station” through government departments and enterprises-New Taipei City 7-Eleven, Family, Hi-Life and OK convenience stores.
