考試院職能之民意取向調查

近年由於政府再造的議題盛行，鼓吹「組織精簡」的呼聲似乎已蔚為潮流。然而，面對全球化的多元挑戰，臺灣政府再造的面向卻逐漸導向「瘦身」，亦即以「精簡」為名進行組織人力的裁減。但隨著全球化引領多元發展下的國家空間挑戰，政府職能本應不斷隨時空變遷而有所轉變，但在精簡的操作過程中，專業分工、公平正義的普世價值，卻往往是被忽略的部分。本文透過開放式問卷的民意取向調查，以及考試院憲政制度設計的職能觀點認為，考試院的存在，除了有其歷史意義之外，其制度存在的正當性，來自於能透過獨立機關的超然精神，彰顯專業分工、追求公平正義的普世價值。
