臺灣竹竹苗區域地方政府競爭力評量分析

The Study of Competitive Appraisal for Local Governments in Taiwanese Chu-Chu-Miao Area

摘要

根據《遠見雜誌》2011-2015 年《地方政府競爭力排名調查》資料分析，描述統計資料顯示竹竹苗區域三個縣政府全體競爭力一齊算，生活與品質現代化面向與經濟與就業面向在非五都競爭力平均排名表現最佳，其次是教育與文化面向，社會福利面相、治安面向與醫療衛生面向在非五都經爭力平均排名表現最差。若分開三縣市個別計算，三個縣市競爭力總體表現只有新竹市政府位在前段班，新竹縣政府位於中段班、苗栗縣政府的競爭力則屬弱勢。2015 年只有新竹縣政府的經濟與就業面向、公共安全與消防面向、生活品質與現代化面向、新竹市政府的經濟與就業面向、教育與文化面向、醫療衛生面向、生活品質與現代化面向、與地方財政面向、苗栗縣政府的環保與環境品質面向排名進入前段班。2011-2015 年平均排名資料顯示新竹市政府與新竹縣政府在經濟與就業面向的競爭力顯然優於苗栗縣政府，新竹市政府在教育與文化面向的競爭力顯然優於苗栗縣政府與新竹縣政府；新竹縣政府在環保與環境品質面向的競爭力顯然優於新竹市政府，而苗栗縣政府在環保與環境品質面向的競爭力也顯然優於新竹縣政府與新竹市政府；新竹市政府在醫療衛生面向的競爭力顯然優於與新竹縣政府與苗栗縣政府；新竹縣政府與新竹市政府在生活品質與現代化面向的競爭力顯然優於苗栗縣政府，而新竹市政府在地方財源面向的競爭力顯然優於新竹縣政府與苗栗縣政府；新竹市政府與新竹縣政府在總體表現的競爭力面向顯然優於苗栗縣政府。治安面向與醫療衛生面向在非五都競爭力平均排名表現最佳，其他面向都乏善可陳，尤其是經濟與就業面向在非五都競爭力平均排名表現最差。若以苗栗縣政府為例，2011-2015 年地方政府競爭力排名調查資料顯示，苗栗縣政府除了環保與環境品質面向較具競爭力外，其餘各面向，特別是經濟與就業面向、教育與文化面向、醫療衛生面向、生活品質與現代化面向、與地方財源面向等均有待加強。但若僅就最近的2015 年資料分析，苗栗縣政府反而在社會福利面向、公共安全與消防面向的競爭力最弱。

According to the 2011-2015 annual surveys by the Global View Magazine, the modern life quality, economic & employee and education & culture competitive power of the Chu-Chu-Miao 3 county governments are excellent, but the social welfare, public safety, and medical sanitary dimensions have to be improved. Comparing the total competitive powers among the 3 governments, only Xinchu city government ranks in the top, the Xinchu county government ranks in the middle, and the Miaoli county government ranks in the down. The local government must construct the ＂competitive performance indicators＂ to examine their performance in order to upgrade the competitive powers. As the core element of TQM, performance appraisal has to collect and analyze the service outputs. The main critic to governments is their focusing only on ＂inputs＂ but ignoring ＂outputs＂. Since the goal of governmental reengineering is to construct the new governments with the entrepreneurial spirit, administrative outputs rather than inputs must be assessed as the appraisal model for governmental performance. Local governments must adopt ＂performance competitive assessment＂ as an incentive to executive administrative reform.
