地方首長領導成效之研究-以前新竹市長林政則為例

The Study of Effectiveness on Local Political Leader: The Case of Former Mayor of Hsinchu City Junq-Tzer Lin

摘要


施政滿意度是地方首長領導成功與否的重要指標之一。前新竹市長林政則在2007-2009年曾經連續三年拿到《天下雜誌》地方首長施政滿意度第一名。本研究之目的在於透過深入訪談以了解林政則市長的施政策略與管理內外部團體的作法與行為,並根據研究結果提出對公部門領導的建議。本研究有以下發現:在策略方面,林市長擔任多年民意代表及來自民眾的回饋發展出其施政願景與方向,強調路平、溝通、燈亮等民眾基本需求的滿足,並得到多數受訪者的認同。在管理內部要素方面,林市長是一集權者,部屬主要是直接受其指揮辦事。在組織分工方面,林市長以目標達成為優先考量,因此工作分派著重人才與能力,不會依照原本組織的專業分工。在人事任用上,主要以內升為主,對激勵部屬有很大效果。在激勵獎懲部分,原則上只有激勵與誘因,沒有明顯的懲罰。對於績效不佳的員工,表現不好頂多只是冷凍起來或換單位。在監督與控制方面,林市長原則上都由他親自打電話或當面追蹤績效進度。在管理外部顧客方面,歷任省議員、國大代表與立法委員的林市長在新竹市政治輩份很高,但面對議員卻處事圓融,身段極為柔軟,凡事有求必應。市政建設都會歸功於議長與議員,甚至為了達到施政目標,願意和議長共享人事權。在媒體方面,對於媒體的正面報導,林市長一定親自打電話道謝。對於民眾來說,林市長平時勤跑婚喪喜慶,小市民常心存感激。車上隨時準備小禮物發給民眾與小朋友,營造一種小確幸的幸福感。在產業互動方面,林市長清廉自持,一介不取,從不找產業麻煩,也不欠人情。

Citizen satisfaction is an important performance indicator for local government leaders. Former Mayor of Hsinchu City Junq-Tzer Lin received highest approval rating from 2007-2009 surveyed by the Common Wealth Magazine. The purpose of the study is to analyze vision, policy goals of Junq-Tzer Lin and how he managed interior and exterior groups and addressing specific suggestions of leadership behaviors to public managers according to study results. We have the following findings: 1. Long-term experiences of representatives and feedbacks from citizens, Lin's vision and policy goals emphasis on meeting the basic needs of citizens and this received approval from most interviewees. 2. In terms of managing interior groups, Lin is an authoritative leader and usually conveys direct orders to subordinates. On the division of labor, Lin prefers assigning tasks according to subordinates' abilities and professions rather than their work positions. On the personnel decisions aspect, Lin prefers recruiting candidates from inside rather than outside groups. On the incentives aspect, Lin usually provides incentives and rewards rather than punishments, and at most transfers employees with poor performance to other units. On the monitoring performance, Lin prefers using phone calls and face to face communications to monitor performance. 3. In terms of managing exterior groups, Lin owned long-term political career but demonstrates extreme soft gestures toward city counselors. He will meet any requests from representatives and attributes policy successes to them, even sharing the power of personnel decisions with Speaker. For the media, Lin will express gratitude to journalist by phone call personally when there is a positive news coverage. Lin also constantly pays visit to weddings and funerals and deposits the whole trunk of gifts and toys ready for children and citizens.
