拉美國家債務史與地區不平等發展之研究－以墨西哥、巴西與阿根廷為例

摘要

本文試圖從拉美三大國家，墨西哥、巴西與阿根廷這三個新興市場的例子中，了解國家發展上的債務歷史如何惡化該區域的不平等發展，特別是債務問題處理不當後之影響。本文的第一部份為前言，包括研究問題與研究目的。研究問題要瞭解拉美近百年來因為歷史因素的發展下，造成的債務問題如何影響國內收入不平等的分配。研究目的，就是要以政治、經濟與社會面向，分析此三個面向如何使債務因素影響國家內不平等發展。第二部份為研究途徑與研究方法。本文研究途徑以新制度理論下的歷史制度主義，以理論加以研究拉美國家債務之改革問題；研究方法以比較研究法加以研究，特別將墨西哥、巴西與阿根廷三國之歷史發展背景因素加以作出分析，歷史因素如何影響當今國內發展不平等，以及如何解決。第三部份以歷史的縱深，討論從二次大戰後國家發展，以及1982年債務危機的發生與處理；並了解拉美的債務問題上，為什麼1982年債務危機，比起之前的債務問題而言，來的更嚴重，對拉美地區而言影響更大。第四部份討論自1982年後，債務問題發生後的改革，拉美國家因國際壓力下的政經改革如何？第五部份了解拉美債務問題的嚴重性與歷史結構因素的限制，找出拉美債務問題處理的效果有限的原因。第六部份為預期結果代替結語，了解拉美地區歷史發展上，債務問題扮演的角色與應有的改革。本研究發現有以下幾點：第一、拉美三國因社會結構的「M型化」，使得債務問題惡化，影響社會不穩定發展。第二、國際經濟因全球化的緊密發展，使得拉美國家的債務問題惡化速度更快。第三、要解決長久歷史框架因素，使得1982年後的債務問題獲得改善，唯有從已民主化的政治體制著手，人民有權要求政府處理問題，而政府為求持續執政，施政必須考量民意，也就是跳脫原有歷史框架，選擇有效的減債方式。

In the globalization era, international financial system makes every state communicate more closely. The newly born democracy states be considered more frequently. After the debt crisis began in Latin America, debt crisis should be the most difficult work to solve. Although the international financial institution and the Latin American government adjusted the debt problem, it still not end. Economic crisis often happened in 1990s. The critical question of this article would argue about the debt problem. Why did the debt too much to reduce? In Latin American states, how did the governments deal with debt? When debt policy couldn't reduce the debt, it would be economic problem. And people couldn't get a peaceful life. Social movements might happen. In this article, I try to take three countries: Argentine, Brazil and Mexico. To discuss the three examples and figure out the cause of debt couldn't be reduced. Especially, I would point out the reason of political. If the democracy was spread in Latin American. The world is increasingly integrated by spread of democracy. Debt problems would be treated differently.
